Salary Range: $53.5744 - $65.1303/hourly; $111, 435 - $135, 471/annually

Appointment Type: Temporary Provisional (TPV). This is a Temporary Provisional (TPV) position excluded by the Charter from the competitive Civil Service examination process. It is considered "at will" and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process at a later date. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment.

Role description

The San Francisco Community College District is recruiting one (1), full-time (40 hrs/wk), full-year (260 days/yr) Accountant III (1654) for the District Business Office.

Under general direction within City College of San Francisco’s District Business Office, this class performs complex accounting duties including but not limited to: assists in providing directives and training to enhance operation efficiencies; reviews, analyzes, inputs, and posts citywide and departmental accounting transactions; participates in year-end closing activities and analyses; monitors fund expenditure projections to actual, identifies and resolves spending issues; provides management with status reports on accounting and financial activity; presents and explains accounting activity to financial and non-financial managers, co-workers and clients interprets and explains existing accounting, auditing and fiscal policies, procedures and transactions; prepares and reviews detailed complex financial reports; monitors department’s financial activities; provides accounting services and technical assistance to resolve issues.

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list. 

Job Duties

1.  Process account billing and payments for capital projects and bond funds in accordance with established procedures and schedules

2.  Processes and pre-audits accounting documents and transactions in conformance with established procedures and controls.

3.  Prepare and disburse grant funds, vendor payments, and other warrants as necessary; review. reconcile, and supervise the preparation of complex financial reports.

4.  Reviews, reconciles, compares capital projects and bond purchase orders against invoices, and audits accounting records of receipts, disbursements, and encumbrances to ensure fiscal accuracy and control.

5.  Performs fiscal year-end closing activities.

6.  Analyzes, recommends new or updated fiscal policies, procedures, and internal controls and re-aligns business practices to improve operations and maintains current knowledge of applicable ordinances, rules, regulations, policies, and standards.

7.  Maintain complete records for all construction/assigned projects, ensuring all budgets are current and provide information to contractors/vendors regarding the status of payments and contracts.

8.  Assist in the annual budget process and develop budget publications, reports, and information for the annual audit report in addition to preparing and presenting comprehensive reports on all bond proceeds, interest income, encumbrances, and expenditures to all stakeholders including but not limited to agencies, auditors, and others on financial and data-sharing needs.

9.  Participates in the identification of functional processing and reporting requirements, end-user testing and documentation, implementation support for financial processing and reporting systems.

10. Check requisitions against available funds; make and verify extensions as necessary and approve assigned account codes, numbers and participate in the identification, creation, and maintenance of accounting codes and structures to ensure accurate recording, reporting, and control in financial systems.

11. Provide budgets for all capital improvement projects related to bond and coordinate and consults with other district departments, governmental agencies.

12. Serves as a backup to the budget, financial aid, and accounting team.

13. Performs special projects and other duties as assigned.

How to qualify

Minimum Qualifications: 
A baccalaureate degree from an accredited college or university, preferably with major course work in accounting, finance, business administration, or related field. Such education must include eighteen (18) semester units or twenty-four (24) quarter units of coursework in accounting. AND 
 
Four (4) years of professional accounting which includes analysis or problem solving. Experience must include: Working with an automated financial system, (preferably a government system) performing difficult and responsible accounting, as well as preparing financial records and reports. OR 
 
City and County of San Francisco Employees with four (4) years of professional accounting experience including experience as a 1652 Accountant II. 
 
Substitution: 

A master’s degree in accounting, business administration, computer information systems, public policy, or a closely related field may be substituted for one year of work experience.

Desirable Qualifications:

1. Have basic knowledge requirements for contract documents including bid advertisements, contract forms, bonds, insurance certificated, stop notices and completion notices.

2. Have experience with performing a variety of professional level accounting duties involved in preparing, maintaining, analyzing, verifying, and reconciling complex financial transactions, statements, and records.

3. Have experience in maintaining, analyzing, and verifying reports for Capital Projects.

Additional Information Regarding Employment with the City and County of San Francisco:

Benefits:

1.  Additional Days Off with Pay. As stipulated in the appropriate bargaining agreements and board resolutions, Classified employees working full-year (260 days/year) work schedules are granted, as paid days off, the days between Christmas Day and New Year’s Day, as well as an additional five (5) paid days off during spring break. Eligible school-term-only (STO) employees who are not scheduled to work the designated days between Christmas and New Year’s Day shall be granted three (3) paid days off to be scheduled by mutual agreement between the employee and supervisor. Eligible school- term-only (STO) employees who are not scheduled to work the days designated as Spring Break will not be paid for these days off.

2.  New employees hired on or after October 1, 2013 will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).
