Role description
The SFPUC Information Technology Services Department (ITS) is seeking a highly experienced and skilled Technical and Transformational Leader to oversee our Operational Technology and Infrastructure Division. This Division provides critical technology services for our Operational Technology partners within the SFPUC enterprises of Water, Wastewater and Power.
Under general direction of the Chief Information Officer (CIO), the Director of Operational Technology (OT) and Infrastructure manages, plans, assigns and directs the activities of several units consisting of a group of professional engineers, radio communications and technology experts for both OT and IT functions. This position will oversee the following areas: SCADA, OT Cybersecurity, Infrastructure, Technical Operations, Networking, Data Center, IT Architecture, and Radio Communications. The ideal candidate will have a strong background in Industrial Control Systems, Cloud Technologies, Communications, Infrastructure, and Enterprise Information Technology. The candidate will need to build an Operational Technology and Infrastructure team to ensure the SFPUC’s operations run smoothly and efficiently.
Essential Duties:
- Provide leadership and direction to IT and OT teams, ensuring that team members are adequately trained and equipped to perform their roles
- Identify and manage risks associated with IT and OT, including security risks, compliance risks, and operational risks. Ensure compliance with relevant regulations and standards related to IT and OT
- Collaborate with other departments to understand their IT and OT needs and develop solutions that meet those needs
- Evaluate and implement innovative IT and OT strategies/technologies that will enhance the operations and competitiveness
- Supervises personnel, completes performance appraisals, and participates in the disciplinary process when necessary
- Writes policies, procedures, correspondence, evaluations and reviews and approves correspondence, technical reports, and budgetary documents for accuracy and conformance to the policies of the organization
- Confers and coordinates with ITS Division Directors, Water/Wastewater/Power Enterprise Managers, as well as other departments and state and local agencies on Operational and Enterprise Technology, Radio or Infrastructure projects and provides advice and consultation; and is responsible for the execution of necessary actions
- May drive a vehicle to meetings, conferences, and work sites
- Performs other related duties as required
How to qualify
- Possession of a bachelor's degree from an accredited college/university; AND
- Five (5) years of managing IT Operations and a Network Support Team, all of which must include supervisory experience
Substitution: Additional qualifying work experience as described above may substitute for the required degree on a year-for-year basis. (One year of work experience is equal to 30 semesters or 45 quarter units)

Supplemental Questionnaire Essay Exam (Weight 100%)
The purpose of the Supplemental Questionnaire (SQ) is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: knowledge technical operations, budget administration, analytical skills, communication skills and supervisory skills.
Qualified candidates will be sent email notices to complete the MQSQ and SQ exam. Failure to complete these steps by the established deadlines will result in disqualification.
A passing score must be achieved on the exam to be placed on the eligible list and continue in the selection process. Additional selection processes, like interviews, may be conducted by the hiring department prior to making final hiring decisions.
Score Report/Eligible List
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates.
