Public Works currently has a vacancy for the position of Compliance and Reasonable Accommodation Supervisor (1244) within our Human Resources Division.

Role description

Under general direction from the Employee & Labor Relations Director, as the Compliance and Reasonable Accommodation Supervisor, you will lead a team as part of our exciting, brand new Human Resources Division as we work towards a modernized work environment.

In this role, you will have the opportunity to design and implement the Department’s HR Compliance and Reasonable Accommodations processes. As the supervisor, you will train staff, keep abreast of evolving laws, regulations, and policies pertaining to ADA compliance and EEO matters, and develop standardized workflows. You will additionally be responsible for conducting initial reviews of Equal Employment Opportunity (“EEO”) complaints and serve as the Department’s subject matter expert for EEO-related matters. You will be an important member and contributor to our commitment of developing a truly diverse, equitable, inclusive, and accessible department.

Important and Essential Duties:
As the Compliance and Reasonable Accommodation Supervisor, your duties may include but are not limited to the following:

  • Supervise and administer the Department’s ADA compliance program to include reviewing, evaluating, and processing reasonable accommodation requests in compliance with Federal, State, and local laws.
  • Provide advice, guidance, and counsel to Department clients regarding complaints of discrimination and harassment, including compiling, analyzing, and evaluating information regarding such complaints, and coordinating and consulting with the City’s Department of Human Resources EEO Division to resolve complaints.
  • Supervise and administer requests under the City and County of San Francisco Family Friendly Workplace Ordinance (“FFWO”) for the Department, including engaging in the interactive process and drafting of correspondence related to such requests.
  • Supervise professional human resources team handling Reasonable Accommodations and EEO matters.  
  • Provide counsel and advise to management, employees, and union representatives on Federal and State laws regarding reasonable accommodations, Equal Employment Opportunity, FFWO, and related local policies and procedures including, but not limited to, Civil Service Rules and MOU.
  • Engage with employees in the Interactive Process to ensure compliance with the ADA.
  • Design and draft forms, reports, training materials, website content and other correspondence related to the reasonable accommodation process, FFWO, and EEO matters. May present to groups as necessary.
  • Ensure proper and timely handling, tracking, and record maintenance of reasonable accommodation and EEO cases, and FFWO requests, including reviewing requests or complaints, keeping database and related logs up to date, sending out communication (via emails and letters) to supervisors and employees, running reports/queries, and meeting with employees.
  • Respond to charges and request for information by external agencies.
  • Provide data and trend analysis, develop policies, and recommend process improvements.
  • Create a variety of statistical and policy reports for stakeholders.
  • Provide education for HR professionals, managers, and employees on reasonable accommodation, FFWO, and EEO matters.

How to qualify

Minimum Qualifications:

Education:
Possession of a baccalaureate degree from an accredited college or university.

AND

Experience:
Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; hu-man resources operations; diversity, equity, and inclusion; and personnel training.

Substitution:
Education Substitution - Additional qualifying work experience as a professional human resources analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).

Experience Substitution - Completion of a 12-month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Pro-gram may substitute for one (1) year of required professional experience.

Experience Substitution - Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience.

Notes:

  • One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

The selection process will include an evaluation of applications in relation to minimum requirements. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will move forward in the recruitment process.

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates may be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
