Under the Budget, Financial Planning and Analysis Section, the Project Controls Unit ensures on-time and on-budget delivery of projects as a part of the Agency's $2.6 billion capital program, which supports the nation’s most unique transportation agency and storied transit system (Muni). Our portfolio includes projects that are fundamentally reshaping San Francisco’s built environment for the future, such as Better Market Street, the Van Ness Improvement Project, and extensive bikeway and pedestrian safety improvements.
Unit responsibilities include facilitation of project planning, scheduling, and budgeting, project delivery improvement initiatives, project governance and reporting, monitoring and control of project execution, and maintaining systems of record for all active and planned projects.

PROJECT DESCRIPTION:
The 1824 Project Controls Analyst will coordinate capital project management and delivery improvement project. Projects will include development and implementation of processes to update capital project scopes, schedules and budgets, coordination of critical upgrades to capital project technology systems, and development of project governance and reporting policies and procedures. The project duration is three years. This project is critical to provide capital project controls systems and processes that are functional and support the work of project delivery divisions.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:
- Supervises and leads a team of analysts in the project control unit.
- Directs and conducts efforts to continuously improve the San Francisco Municipal Transportation Agency’s (SFMTA's) capital project delivery and monitor Divisions’ effectiveness in delivering capital projects.
- Analyzes and establishes processes for evaluating capital project performance and developing new approaches to provide capital project accountability reporting.
- Directs and supports activities related to system upgrades to the latest versions of TimeControl/HMS, Primavera/P6, and capital project portfolio management systems, or deployment of an alternative system.
- Consults with senior managers and other internal stakeholders to ensure accurate project records and reporting, and researches and mitigates budgetary and schedule risks related to capital projects.
- Directs and conducts customer service support for all project delivery information systems including SharePoint workflows.
- Plans, develops, and implements ongoing process for collecting user feedback regarding project delivery IT systems and coordinating requested enhancements to the system.
- Directs and conducts administration of complex enterprise databases in coordination with IT to meet user needs and ensure proper configurations.
- Develops and directs maintenance of user manuals, admin manuals, and procedures for Project Controls.
- Prepares and leads special projects and perform other duties and responsibilities as assigned.
How to qualify
MINIMUM QUALIFICATIONS:
1. Possession of a baccalaureate degree from an accredited college or university: AND
2. Five (5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Substitution:
Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
DESIRABLE QUALIFICATIONS:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Project Management Professional certification.
- Experience in database management and administration.
- Experience in financial analysis and business process improvement.
- Possession of strong organizational skills in a digital environment.
- Ability to analyze data, define problem areas, formulate recommendations, and implement solutions for complex issues or problems.
- Ability to communicate clearly and persuasively both orally and in writing.
- Ability to exercise independent judgment, solve problems and determine priorities.
- Ability to work in a dynamic and collaborative team environment.
- Experience supporting software implementation projects.
- Experience using a variety of computer database systems and software such as Excel and or other financial management databases.
- Positive attitude and ability to collaborate in a matrix team environment.
