This is a Permanent Exempt appointment not to exceed three (3) years. However, appointees would have an opportunity to reapply for an additional term. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents are considered “at will” and serve at the discretion of the Appointing Officer.  This is a full time, 40 hours per week appointment.  

The San Francisco Department of Emergency Management (DEM) manages disaster preparation, mitigation, and response; 9-1-1 dispatch, and homeland security grant distribution for the City and County of San Francisco. DEM was created in 2006 by local legislation that reorganized the Emergency Communications Department and the Office of Emergency Services into a single agency. Role description

Under general supervision, the Community and Stakeholder Specialist performs a variety of activities related to the emergency preparedness and response capabilities of San Francisco stakeholders, including community groups, businesses, non-governmental organizations, and other key agencies or groups. This position is responsible for coordination, development, and promotion of emergency services operations, plans and processes with stakeholder groups within a comprehensive emergency management program that responds to local disasters and emergencies in San Francisco. This position liaises and coordinates directly with stakeholder groups to learn from, educate, and integrate stakeholder groups into San Francisco’s emergency planning and response program. 

Essential duties include but are not limited to: 

  • Ensures San Francisco’s emergency planning and response operations represent the perspectives of community members, key stakeholders and the private sector, with a key focus on equity. 

  • Coordinates and liaises between the Department of Emergency Management and community based organizations and San Francisco’s hardest to reach populations. 

  • Leads and administers emergency planning and response-related programs including neighborhood representatives, community centers, small businesses, and other key community stakeholders. 

  • Supports with the development and coordination of emergency planning and response programs with key communities and stakeholder groups, including reviewing existing emergency plans, developing trainings, identifying potential funding sources for emergency projects and programs, preparing and processing documentation and project plans, and implementing emergency response pilot programs with identified community and stakeholder groups.  

  • Makes on-site visits to monitor project and program success and areas for improvement; works directly with stakeholder representatives to ensure equitable implementation of programs. 

  • Ensures the Division and its emergency plans remain responsive to community perspectives and concerns; coordinates with stakeholder representatives to ensure continuity of plans are consistent with community needs. 

  • Liaises with other city departments including the Human Rights Commission, Mayor’s Office on Disability, Human Services Agency, Department of Aging and Adult Services, and others to ensure the Division is prioritizing community and equity in our most vulnerable populations.  

  • Collects data and prepares a wide variety of reports, memoranda and correspondence related to activities of the Department of Emergency Management and emergency planning and response programs. 

  • Acts as a subject matter expert and liaison to community groups for the revision of the Emergency Support Function 16 – Community annex to the city’s Emergency Response Plan. 

How to qualify

1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR 

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR 

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR 

4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice. 

SUBSTITUTION: Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis. 

Desirable Qualifications

  • Bilingual capacity in one of San Francisco’s five (5) threshold languages particularly Spanish and or Chinese (Mandarin, Cantonese) 
  • Program based grant management experience with community based organizations in San Francisco
  • Two (2) to three (3) years of relevant work experience in crisis response and or management revolving communities in San Francisco
  • Two (2) years of building community partnership experience in San Francisco. This includes having knowledge of the city’s priority communities and relevant experience servicing these communities during crisis, disaster, and or emergency
  • Strong experience in community outreach, program development, and program implementation including technical, social, community and organizational aspects
  • Organized, strategic and analytical thinker with strong attention to detail
  • Excellent written and verbal communications, including public speaking
  • Strong interpersonal and networking skills
  • Problem-solving and conflict resolution skills
