Role description
The Budget and Capital Finance section works to align, optimize, and manage staff and financial resources at the San Francisco Municipal Transportation Agency (SFMTA). The section includes the Operating Budget Office, Capital Budget and Project Control Office, Revenue Office, Grants Administration Office, and supports special programs and projects. Combined, these offices guide the agency’s financial planning efforts; support the prioritization of services, programs and projects; and lead the development of the SFMTA’s operating budget, capital budget, long-range funding strategies, and other management plans and reports.
The Budget Offices – Operating and Capital manages the development and ongoing implementation of the SFMTA’s operating and capital budgets and provides accurate, timely, and meaningful analytical and financial management expertise to support the effective management of SFMTA resources. The Budget Offices oversees the implementation of the agency’s fiscal policy strategy, including the 2-Year Operating and Capital Budgets and 5-Year Capital Improvement Program that establish the policy, programmatic and capital investment priorities for the Agency. Staff in this office review the sufficiency and quality programmatic or project proposals; analyze performance against budget, and act as the lead communicator on process between various sections, project teams, divisions and departments.
The SFMTA’s Budget Office has two manager-level vacancies in the Operating Budget unit and the Capital Budget and Project Controls unit. Operating Budget Manager
SFMTA's Finance and Information Technology division seeks an experienced budget professional to administer the SFMTA's over $1 billion annual operating budget. The Operating Budget Manager, reporting to the Director of Budget and Capital Finance is an engaged and proactive role. You will work closely with SFMTA’s leadership on the SFMTA’s budget. You will serve as the front-line manager leading the department’s operating budget planning, development, implementation, and monitoring. The SFMTA budget management includes labor, non-labor, work order, dept, and capital outlay expenditure. Excelling in this role requires a deep understanding of government operations, governmental budgeting, and indirect cost plan principles.
As Operating Budget Manager, your duties may include but are not limited to the following:
- Supervises principal and senior operating budget analysts.
- Serves as the lead manager for the operating budget planning, development, implementation, and monitoring processes.
- Coordinates with revenue team to understand operating budget sources and amounts.
- Coordinates with accounting team to ensure that the budgeted chart fields are consistent with accounting operation and process mid-year budget changes, actuals are charged correctly, and perform year-end close activities.
- Leads team of analysts in the implementation of the bi-annual budget development process including the preparation and submission of all narratives, schedules, reports, and reconciliations.
- Develops and negotiate budget proposals within SFMTA.
- Ensures adherence to fiscal policies, City rules and regulations, and State and Federal funding budgeting and requirements.
- Reviews and monitors position, temporary exchange (TX), contract, and budget revisions to ensure requests are within approved budget. Monitors labor actuals to ensure positions are accurately charged consistent with the budget.
- Monitors non-labor actuals to ensure charges are accurately charged; Implements and monitors budget proposals, facilitates corrections or adjustments, and ensures that budget changes are accurate and in full compliance with rules and regulations.
- Manages and maintains overhead model to ensure overhead expenditures are balanced by Transit and Streets Division expenditures.
- In coordination with Capital Budget manager, reviews project funded position model to ensure that project fund positions are supported by funded capital projects.
- Advises Division and Section managers and Section budget staff in the areas of budget development, monitoring, reporting, and interpreting budget documents and works with staff to ensure expenditures are charged consistent with budget.
- Performs difficult financial analysis, including expense projections, and determining the cost of various initiatives and proposals.
- Oversees the development and reporting on operating expenditures, including requests from multiple stakeholders.
- Performs other related duties and responsibilities as assigned.
Desirable Qualifications for Operating Budget Manager:

- Advanced proficiency with Public Sector financial systems, PeopleSoft Financials, Reports and Analytics, and Procurement processes.

- Experience with complex operating budgets that involve multiple business units.
- Experience managing staff individually and leading teams through the public sector budgeting process.
- Experience with monitoring budget spending with multiple funding sources.
Capital Budget and Project Controls Manager
SFMTA's Finance and Information Technology division seeks an experienced budget professional to administer the SFMTA's over $1 billion Capital Improvement Plan (CIP). The Capital Budget and Project Controls Manager, reporting to the Director of Budget and Capital Finance, is an engaged and proactive role. You will work closely with SFMTA’s leadership and key partner government agencies, and external stakeholders on the SFMTA’s budget. You will serve as the front-line manager leading the department’s capital budget planning, development, implementation, and monitoring. This management includes an active capital portfolio that exceeds $1 billion. Excelling in this role requires a deep understanding of government operations, governmental budgeting, indirect cost plan principles, and restrictive funding sources including grants and bonds.
As Capital Budget and Project Control Manager, your duties may include but are not limited to the following:
- Supervises capital budget lead and project controls lead and ensure coordination between two teams.
- Serves as the lead manager for the capital budget planning, development, implementation, and monitoring processes.
- Leads team of analysts in implementing the bi-annual budget development process including the preparation and submission of all narratives, schedules, reports, and reconciliations.
- Ensures adherence to fiscal policies, City rules and regulations, and State and Federal funding budgeting and requirements.
- Manages the development of complex project funding plans of key capital projects.
- Develops and negotiates budget proposals within SFMTA.
- Implements and monitors budget proposals, facilitates corrections or adjustments, and ensures that budget changes are accurate and in full compliance with rules and regulations.
- Leads budget and analytical support for the SFMTA’s Capital Divisions to engage Division Directors, Senior Managers, and project managers in understanding budget variances and developing corrective measures.
- Advises Division and Section managers in the areas of budget development, monitoring, reporting, and interpreting budget documents for capital projects.
- Performs difficult financial analysis, including revenue and expense projections, and determining the cost of various initiatives and proposals for capital projects.
- Oversees the development and reporting on complex capital project expenditures, including requests from multiple stakeholders.
- Performs related duties and responsibilities as assigned
How to qualify
Minimum Qualifications for Operating Budget and Capital Budget and Project Control Manager:
1. Possession of a baccalaureate degree from an accredited college or university; AND
2. Five (5) years of full-time professional-level experience in budget management experience, which includes: budget planning, analysis, and control. Professional-level experience in the functional areas consist of interpreting laws and regulations, and/or exercising independent judgment in the application of defined principles, practices, and regulations; AND
3. Three (3) years of the above experience must include supervising professional-level staff performing budget management and projects.
Substitution:
Additional qualifying experience may be substituted for the required education in Minimum Qualifications on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.
Notes:
1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.
2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.
