Role description
Technology is at the core of the San Francisco Municipal Transportation Agency’s (SFMTAs) mission and its future. Transit continues to partner with IT to modernize our transportation systems by implementing, integrating digital systems and data at a rapid pace to support our transportation network. The Program Delivery and Support unit is seeking to hire a Transit Technology Project Manager to serve as a key integrator between IT and Transit on all technology projects related to transit vehicles and systems utilized by Maintenance, Operations, MOW and other subdivision in Transit.
The selected candidate shall have extensive technical competency of the projects related to Battery Electric Bus technology, charging infrastructure technology, and onboard systems, and is expected to work cross-functionally with engineers, consultants, vendors, and installers to deliver transit technology projects in their complete scope, within budget and adhering to schedule. The position may be responsible for a number of projects, but a significant portion of the position's time must be spent in management of projects that meet the criteria below.
It is highly desirable that this candidate possess strong written and communications skills to collaborate successfully with the SFMTA Board, MTA Executive Team, Transit Division Senior Management, Operations and Maintenance Team, Technology Solution and Integration Team, MTA Legal Team, Government Affairs, Communications Team, Peer Transit Agencies, and Federal and State Agencies.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code and are not intended to be an inclusive list.
- Works with IT, Transit Technology, and various systems providers to deploy and manage onboard vehicle projects such as CAD/AVL, ITS (Intelligent Transportation System), video surveillance, traffic signal priority systems, destination signs, passenger counters, customer information systems, vehicle telematics, and autonomous vehicle systems.
- Works with IT, Scheduling/Dispatch, Maintenance of Way, Facilities and Real Property Management, Capital Program & Construction, Operations, and various systems providers to deploy and manage smart charging and yard management solutions.
- Provides oversight and approval for changes to vehicle onboard systems prior to implementation and participates in first-of-kind installations on representative vehicles to monitor for adverse or unforeseen changes in operation.
- Works with IT and system owners to audit and consolidate vehicle onboard systems and develop a program to upgrade obsolete equipment as needed.
- Works with Scheduling, Service Planning, and Maintenance groups to develop standard operating procedures pertaining to vehicle onboard systems and yard management.
- Serves as liaison to IT to communicate feedback from Transit on all vehicle projects.
- Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensures that the project meets or exceeds the goals established in these plans.
- Analyze data processing needs; research and evaluate software on multiple platforms to assist users to meet their departmental goals; assist in developing the evaluation criteria for software.
- Prepare, or assist client in preparing, service requests to implement system changes; determine level of effort required and the cost of implementing service requests; prioritize requests.
- Coordinate with outside vendors and contractors to complete projects and service requests; define, assign and evaluate their work.
- Performs other related duties as assigned.
How to qualify
Education
An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field]; AND
Experience
Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
Substitution
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.
Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.
One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

- Experience in public sector procurement, contract administration, or project management (local, state, or federal government).
- Experience of financial management of public sector projects, budgeting, monitoring expenditures, funding, and cashflow.
- Experience working with public transit agencies or as an employee of a public transit agency.
- Experience managing the activities of contractors and tradespeople, as well as transit operations, wayside maintenance, vehicle maintenance, and in-field personnel such as construction managers, resident engineers, and inspectors during the construction phase.
- Experience managing construction schedules and working with third-party vendors and contractors to deliver public infrastructure projects on-time and on-budget.
- Excellent written and oral communication skills. Ability to communicate with diplomacy and lead project meetings with staff, contractors, and stakeholders.

SELECTION PROCEDURE:

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Training and Experience Evaluation (Weight: 100%):
Candidates deemed qualified will be sent a Supplemental Questionnaire via email. The Supplemental Questionnaire is designed to measure knowledge, skills and/or abilities in job-related areas. It is important that the information provided on the supplemental application be accurate and complete. All statements made on the application materials are subject to verification.
Candidates must achieve a passing score in order to be placed on the eligible list/score report.
What else should I know?
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Director of Transportation or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of 12 months and may be extended with the approval of the Human Resources Director.
