The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. Role description

Under supervision of a Superintendent of Harbor Maintenance, the Piledriver Supervisor I performs the essential functions of assigning, directing, and inspecting the work of a pile worker crew engaged in the construction, maintenance, repair or demolition of piers, wharves, marinas and other structures for the Port of San Francisco.  This position is responsible for responding to emergency reports of damages to piers, vessels, fenders, barges, and other marine structures.  The position requires a thorough knowledge of all procedures involved in safely placing, driving, and removing piles including knowledge of rigging, rafting, tending spool, heavy framing, and use of all equipment used in these operations.  The Piledriver Supervisor I may be required to perform duties of the Superintendent of Harbor Maintenance in his/her absence.  

Some positions require the ability of a qualified diver to inspect underwater piles, wrap damaged piles, designate severely damaged piles for replacement; to perform underwater burning, welding, rigging and recovery; and familiarity with Cal/OSHA regulations related to diving.

The essential duties of this job code include but are not limited to:

  • Supervises pile worker crew engaged in the construction, maintenance, repair or demolition of piers, wharves, and marinas.
  • Supervises pile worker crew and crane operator to drive wood, steel, composite, and concrete pile using a crane mounted barge or land-based crane.
  • Instructs crew regarding safety regulations.
  • Plans daily operations, inspects work sites, attends pre-job and post-job conferences, estimating crew and equipment needs and amount of time required for a specific job.
  • Uses maintenance management system for estimating hours, supplies and materials needed for jobs; ordering and requisitioning materials needed.
  • May direct or perform underwater diving duties including the inspection of underwater piles, wrapping of damaged underwater piles, designating severely damaged underwater piles for replacement, underwater burning, welding and rigging.
  • Drives Port vehicles in performance of above duties.

How to qualify

Experience

Five (5) years of verifiable journey-level experience as a pile worker.

For diving positions only: One (1) year of commercial construction diver experience in addition to the experience described above for a total of 6 years of experience.

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.

For diving positions only: Possession of a current certification as a commercial diver by an Association of Commercial Diving Educators (ACDE) accredited dive school.

The ideal candidate will have:

  • Experience supervising wood pier construction and marine pile driving operations.
  • Experience working on a barge crane conducting pile driving operations.
  • Experience maintaining floating assets and marina floats.
  • Ability to identify and correct safety hazards.
  • Good written and oral communication skills.
  • Strong leadership and teambuilding skills.
  • The ability to champion Port’s efforts to be a diverse, equitable, and inclusive organization and waterfront, and empower Black, Indigenous, and other People of Color (BIPOC) in Port operations and opportunities through equitable policies and practices.

Selection Procedures:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following: 

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Trades Supervisory Written Examination (Weight: 40%): Qualified candidates will be invited to participate in a written multiple-choice examination that includes test items that relate to various supervisory practices and procedures (e.g., directing subordinates, delegating tasks to subordinates, providing customer service, demonstrating appropriate supervisory/leadership behavior, addressing and/or evaluating subordinate issues, behavior and performance, etc.) as well as reading comprehension items.

Please note: this examination is only held in San Francisco.  This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Supplemental Questionnaire Evaluation: (Weight: 60%): Qualified candidates who received a passing score on the Trades Supervisory Written Examination will be sent a Supplemental Questionnaire after the closing of this filing period. Applicants will be given a deadline to return the Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas which have been identified as critical for positions in class 9332 Piledriver Supervisor I, Port of San Francisco.

All applicants’ responses to the Supplemental Questionnaire are subject to verification. Failure to complete these steps by the established deadlines may result in disqualification. 

A passing score on both the Trades Supervisory Written Examination and the Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

The duration of the eligible list resulting from this examination process will be twelve (12) months and may be extended with the approval of the Human Resources Director. 

Certification Rule: 

The certification rule for the eligible list resulting from this examination will be Rule of Ten Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
