Role description

Under general direction of the Water Resources Division, the Water Conservation Administrator plans organizes, develops, and administers the effectiveness of a wide range of water efficiency programs, projects, and activities for the SFPUC’s retail water service area.  The position also handles local and state reporting and is responsible for supervising analysts, clerks, field inspectors and other staff, which may include consultants.  The Water Resources Division is seeking one or more Water Conservation Administrators to work on water efficiency programs, including water conservation and/or onsite reuse and water recycling programs.  

Essential Duties and responsibilities include but are not limited to:

1. Develops, plans, and administers all phases of the water conservation program/policies including identification, evaluation and implementation of measures and practices essential to the efficient use of water by industry, commercial and residential customers.

2. Develops, recommends, and ensures compliance of the City’s water conservation and/or onsite reuse and related water efficiency ordinances.

3. Negotiates a comprehensive and coordinated program to effect types and levels of conservation measures.

4. Administers and evaluates water management programs

5. Develops and implements public information and educational programs to promote the efficient use of water for a wide variety of customer groups including residential, industrial , commercial, public agency groups and school districts.

6. Develops drought contingency plans for San Francisco and participates in development of system-wide plans for water allocations in times of shortages.

7. Evaluates local wastewater reuse opportunities and provides support where appropriate; identifies potential purchasers and sources and develops cost criteria.

8. Analysis of environmental reports on water use data and trends while maintaining water conservation database and platform, directs studies and prepares a wide range of reports on water conservation measures for local, state and community reporting needs, and designs public information brochures.

9. Represents the Water Resources Division at meetings of governing boards, industry groups, other City departments; provides testimony and participates in water conservation committees at the state level including other professional water associations.

How to qualify

Education:  Possession of a baccalaureate degree from an accredited college or university

Experience: Three (3) years of progressively responsible professional water use efficiency program experience within a utility and/or natural resource management agency.

License: Class C driver's license (California license may be required at time of hire)

Substitution: Additional qualifying experience as described above may be substituted for the required education on a year-for-year basis. Thirty (30) semester units or forty-five (45) quarter units equal one (1) year of work experience.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Selection Procedures: After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following: 

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Candidates will be required to complete a Minimum Qualification Supplemental Questionnaire (MQSQ) as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Examination (Weight: 100%): Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The Supplemental Questionnaire Examination will evaluate the experience, knowledge, skills and abilities that candidates possess which are critical for this position. They include, but are not limited to: 

  • Knowledge of principles and practices applied to the planning and management of the conservation and efficient use of water resources and distribution
  • Knowledge of statistical techniques
  • Knowledge of CA State Water Codes and related laws
  • Knowledge of program implementation
  • Ability and skill to speak effectively in public before diverse groups
  • Ability to conduct negotiations of agreements and understanding between large number of independent organizations having conflicting priorities and need

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.

Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make final hiring decisions.

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
