Public Works currently has a vacancy for a Project Management Office (PMO) Manager within the Information Technology Division.

The Information Technology Division designs, programs, operates and maintains all department-wide automated information systems and equipment. Services include process analysis and planning; software development, configuration and implementation; network and hardware installation; technology operations; help desk and security; and software support and system compliance functions.

Role description

Under the direction of the Chief Information Officer (CIO), as the PMO Manager, you will manage an extensive portfolio of IT projects, including application modernization, cloud migration, capital project and construction management, financial management, enterprise assets management, regulation support, data management, collaboration improvements, and service management. 

You will lead IT teams engaged in a wide range of strategic technology initiatives from software development to infrastructure development. You will be steering the execution of these initiatives from conception to realization.

You will also implement IT policies, procedures, and best practices to establish and uphold project management standards across the organization, oversee project’s alignment with scope, timelines, and budget, and focus on maintaining the quality and integrity of project outcomes while preemptively addressing potential bottlenecks and risks.

Important and Essential Duties:

As the PMO Manager, your duties may include but are not limited to the following:

  • Acting as the bridge between business and technical teams for IT projects, ensuring smooth communication and collaboration.
  • Developing comprehensive project reports and performance metrics for leadership, offering clear insights into project progress.
  • Proactively communicate project plans, status updates, change requests, issues, and risks to project teams, sponsors, and IT leadership.
  • Escalating project issues when necessary, ensuring timely delivery within budget, and implementing documented risk mitigation strategies.
  • Fostering a project-management-oriented culture through active facilitation of project management among PMO stakeholders and department leadership.
  • Providing hands-on management for selected projects, guiding teams to deliver successful outcomes.
  • Developing, documenting, and enforcing a formal intake process for assessing project opportunities.
  • Creating a comprehensive program and projecting governance structure to ensure alignment and oversight.
  • Crafting cross-functional program plans, tracking progress, addressing deviations, and keeping stakeholders informed.
  • Defining a strategy for continuous improvement, including portfolio management tools, templates, and program/project key performance indicators (KPIs).
  • Ensuring project priorities are in sync with the department's strategic plan, maintaining focus on broader organizational goals.
  • Developing resource capacity planning, analysis, and forecasting to ensure optimal resource allocation.
  • Designing and managing widely adopted program/project standards through practical training, including best practices, procedures, quality objectives, lessons learned, and change management methods.
  • Maintaining integrated project schedules for accurate project and portfolio analysis.
  • Coordinating with finance and cross-functional teams and overseeing project team budgeting, including resources and costs.
  • Communicating, documenting, and archiving project team activities and decisions as the primary contact for project-related information.
  • Ensuring sustained high performance within the team by leveraging best practices in team management and proactive communication strategies.
  • Staying updated on emerging trends and developments in the project management field.

How to qualify

MINIMUM QUALIFICATIONS

Education:
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience:
Seven (7) years of experience in system administration, information systems development, maintenance and support, or information technology project management, including two (2) years of supervisory experience.

Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

SUPPLEMENTAL INFORMATION:
Essential duties require the following physical skills and work requirements: May require sufficient strength and coordination for lifting, pushing, pulling and/or carrying the weight of computer equipment. Requires bending, stooping and/or crawling in order to install or repair computer or printer cables. Requires hand/eye coordination for semi-skilled movements, such as taking apart casings, installing parts and reconnecting computers, and keyboard use. Involves extensive VDT exposure.

Desirable Qualifications
The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Leadership experience in handling large-scale IT projects in a sizeable organization.
  • Demonstrated experience in successfully managing application development projects.
  • Hands-on experience in research, design, development, acquisition, and implementation of commercial solutions.
  • Possession of Current Project Management Professional (PMP) Certificate.
  • Demonstrated expertise in full-cycle Program/Portfolio Management.
  • Familiarity with construction, financial systems, GIS, work order management, assets management, operations, and infrastructure maintenance.
  •  Knowledge of software development dynamics and project management methodologies (PMI PMBOK, PRINCE2, agile).
  • Experience with project financials, drafting RFPs, evaluating vendors, and supervising consultants.
  • Background in enterprise change management and adept at collaborative work in a matrix environment.
