The agency has more than 6,000 employees who are responsible for the management of all ground and some underground transportation in the city. The SFMTA has oversight over public transit, as well as bicycling, paratransit, parking and curb management, street operations, walking, and taxis.

Role description
Position Description:
The Transit Planning group is a dynamic, deadline driven and innovative team working on a range of projects including service changes, transit priority capital projects, route planning and fleet planning in support of the operational functions of the Transit Division. SFMTA’s Building Progress Program is a $2.3 billion multi-year effort to repair, renovate and modernize the agency’s aging facilities, provide safe work environments to staff and facilitate the transition to battery electric bus fleets. Potrero Yard will be the first bus yard to be improved as part of this program and the remaining transit operating facilities will eventually be updated.
Under general supervision of the Transit Planning Manager, the 5502 Building Progress Transit Manager will play a key role in the successful implementation of the Building Progress Program by planning and coordinating all aspects of the program for the transit division and ensuring program activities limit disruption to regular transit service operations as well as helping to prepare the agency for the transition to an electric fleet. This includes involvement in the entire program life cycle, from design, move-out, construction, to post-construction in preparing the transit division’s transition back to new facilities and operationalizing new fleet types. The Project Manager I will coordinate transit related tasks including, but not limited to, fleet planning, schedule changes, operator sign ups, updating scheduling software, identifying locations for changing stations, facility design, outreach activities, coordination of new policies/procedures and yard space planning. This position will be located within the transit service planning team but will need to coordinate with internal groups including bus maintenance, fleet engineering, maintenance of way, division management, transit services, training, Local 250A (transit operators), finance and the SFMTA Real Estate/Strategy office team just to name a few. This position will also work closely with a communications outreach team in providing updates and progress to external stakeholders. The 5502 will set priorities of tasks, assignments and monitor timelines associated with meeting the Building Progress program goals and will be an integral part of delivering a successful Building Progress program.
Examples of Important and Essential Duties:
- Manages and provides oversight to transit staff in reviewing pre-construction tasks required to deliver the Building Progress program, which includes developing, planning, and implementing division readiness plans.
- Manages development of the service and operations plan for each division closure and re-opening including coordinating with bus maintenance and 250A labor representation.
- Manages fleet plan through construction phases and regularly monitors fleet availability to ensure feasibility of meeting present and future service demand.
- Develops transit related aspects of the construction timeline including sign up development and implementation.
- Monitors and manages construction impacts to service plan, transit operations, and bus maintenance.
- Develops transition plans of battery electric fleet for all departments in the Transit Division, including operations, service planning, scheduling, etc.
- Supports transit operations by coordinating work products with operational groups in the Transit Division.
- Coordinates and provides direction to a matrix team of engineers, planners, transit operations, transit maintenance and communications staff.
- Represents the Transit Division to the SFMTA Real Estate/Strategy office team.
- Prepares correspondence in response to public or other inquiries.
- Performs other related duties as assigned.
How to qualify
MINIMUM QUALIFICATIONS:
- Bachelor's Degree in architecture, engineering or planning plus four (4) years of responsible architectural, engineering or construction management experience, OR
- A Bachelor's Degree in another field plus six (6) years of responsible experience in a field directly related to the project, OR
- Eight (8) years of architectural, engineering, or construction management experience in a field directly related to the project, OR
- California registration as professional engineer or architect.

DESIRABLE QUALIFICATIONS:
- Project and people management experience and/or leadership skills.
- Experience working in a cross-functional, matrixed team environment.
- Experience in/exposure to public transportation operational issues/management.
- Experience in transit fleet planning of different mode types including electric vehicles.
- Strong written and/or verbal communication skills.
- Strong data analysis skills, as well as the ability to analyze complex problems.
- Familiarity with the Muni transit network.
- Ability to work in a time-sensitive environment and respond quickly and effectively to unanticipated circumstances.
- Demonstrated ability to take initiative, work independently, collaboratively, professionally, and be a team player.
