Role description

Under general supervision, the Senior Community Development Specialist at the Mayor’s Office of Housing and Community Development performs a variety of activities related to the funding of various local projects and programs in community development. The essential functions include: being a key member of the Community Development team that oversees the distribution of HUD Community Development Block Grant funds, General Funds, and Housing Trust Funds to community-based organizations that provide a variety of social services to low-and-moderate income residents of San Francisco.

The Senior Community Development Specialist may be responsible for assisting in implementing housing stabilization, housing retention, anti-displacement and eviction prevention strategies. The specialist may also be responsible for effectively supporting residents in affordable housing and subsidized  housing to engage and connect with services as well as participate in place-based community building and revitalization efforts.

The ideal candidate will broker strategic resources using an in-depth knowledge of neighborhood and community needs; coordinate knowledge, activities, and City interactions on behalf of low-income individuals, neighborhoods and communities; and work with grantees to maximize the timely, effective and efficient provision of social services. This work aims to strengthen the social, physical and economic infrastructure of San Francisco’s low-income neighborhoods and communities in need.

Under the general supervision of the Program Manager, the incumbent performs a variety of activities related to the funding of various local projects and programs by the Mayor’s Office of Housing and Community Development; coordinate or oversee grant-funded activities by organizations in their portfolio, particularly in the areas of housing retention and stabilization services , rental assistance, tenant counseling, mediation, legal services and eviction defense; manage relationships with grantees; provide technical assistance and capacity building support when needed; may participate in significant program planning, development, project implementation and evaluation; reviews project plans and programs to assure compliance with federal and state laws and regulations and local policies; conducts project analyses, makes recommendations on operational corrections to comply with contractual requirements and federal regulations conducts program monitoring and evaluates effectiveness of grant funded projects; prepares reports and records. The Senior Community Development Specialist at the Mayor’s Office of Housing and Community Development also performs related duties as required. 

How to qualify

1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Desirable Qualifications:

  • Knowledge of San Francisco’s neighborhoods and communities, and social services ecosystem.
  • Experience working in a government and/or non-profit setting interacting with the development and implementation of programs that serve low-income communities.
  • Experience in engaging with residents in affordable and subsidized housing.
  • Experience dealing with issues of housing retention, and housing stabilization service delivery strategies.
  • Experience with issues regarding eviction legal defense, tenant counseling, rental assistance and other anti-displacement strategies.
  • Experience managing grants with nonprofits
  • Experience offering technical assistance to non-profit organizations.
  • Experience in developing strategic community planning processes that effectively incorporate community input.
  • Experience in speaking effectively before individuals and groups in both government, non-profit and community settings.
  • Experience in facilitating effective collaboratives with non-profit institutions.
  • Experience in developing and supporting public-private partnerships.
  • Experience in program evaluation.
  • Basic knowledge of non-profit financial systems.
  • Proficiency in operating computers using Windows-based programs, including word processing, spreadsheet and database software in a standard indoor office environment.
  • Excellent interpersonal, written and verbal communication skills, including the ability to write clear and concise reports, recommendation and correspondence.

Selection Procedures - Supplemental Questionnaire Evaluation (100%)

Candidates will be required to complete a supplemental questionnaire.  The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas which may include but not limited to: knowledge of principles and practices of department specific programs including the goals and objectives of these programs; knowledge of activities of community agencies charged with carrying out the programs; knowledge of relevant Federal, State and Local Laws, procedures and regulations governing the department specific programs; ability to apply principles to define programs, collect data, establish facts, draw conclusions in order to make recommendations regarding the visibility or proposed project and program activities, and determine alternate or additional sources of funding for proposed project and program activities, and ability to prepare written information in a clear, concise and well-organized manner, using appropriate rules of grammar and composition when composing reports, correspondence, and other documents.    A passing score must be achieved on the Supplemental Questionnaire Evaluation in order to be placed on the eligibility list according to the final score.
