The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.
The San Francisco Department of Public Health is accepting applications for a permanent civil service Breast Center Program Manager (0922 Manager I).
Role description
The Manager plays a crucial role in overseeing the delivery of preventative breast cancer services to patients. This position involves addressing organizational challenges, managing a diverse team, and ensuring the care and diagnosis of a substantial portion of the city's population. Responsibilities include supervising mammographers, schedulers, drivers, nurses, and clerks, with programmatic oversight extending to initiatives such as the screening mammography program, mobile mammography van program, bone densitometry program, diagnostic biopsy program, and breast ultrasound and MRI programs.
The Breast Center Program Manager (0922 Manager I) performs the following essential job functions:
Develops strategic plans and directs resource allocation to achieve program expansion goals, including securing grants and funding.
Ensures compliance with regulatory requirements for programs and services. Additionally, oversees staff licensure and credentialing.
Participates in budget development and coordinates the allocation of financial resources to achieve outcomes and measurable goals; monitors expenditures. Prepares reports, memoranda, and correspondence, and provides executive management with early warnings and practical options to potential cost overruns.
Collaborates with clinic administrators, ambulatory and specialty care providers, nurses, clinicians, and staff to ensure effective delivery of preventative breast cancer services to ZSFG patients. Engages with departmental representatives and external stakeholders to promote the breast cancer program.
Acts as the Community Liaison for surrounding underserved neighborhoods, focusing on educating residents about early detection and prevention of breast cancer. Promotes awareness and access to essential healthcare resources through advocacy and outreach initiatives.
Manages the Avon Breast Care Center and serves as the on-site manager responsible for the day-to-day operations of the clinics.
Evaluates procedures, identifies and analyzes issues, implements and documents new processes, and establishes the vision for the program.
The Breast Center Program Manager (0922 Manager I) may perform other duties as assigned/required.
How to qualify
Education: Possession of a bachelor’s degree from an accredited college or university; AND
Experience: Three (3) years of professional experience providing, overseeing, monitoring, or coordinating administrative services in a hospital, clinic, or healthcare organization.
EDUCATION SUBSTITUTION: Additional qualifying experience as described above may substitute for the required degree on a year-for-year basis up to a maximum of two (2) years. One year is equivalent to thirty (30) semester or forty-five (45) quarter units.

Selection Procedures
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following.
Supplemental Questionnaire (SQ) Examination (Weight: 100%): Candidates who qualify will be invited to participate in a Supplemental Questionnaire (SQ) Examination that is designed to measure the knowledge, skills, and abilities in job-related areas which may include but not be limited to: ability to direct, supervise, and assign the work of a large group of subordinate personnel effectively; ability to plan and organize activities and define tasks and milestones while prioritizing and effectively managing time and resources; knowledge of principles and methodologies of budget development, managing expenditures, planning for programmatic expansion; and knowledge of regulatory requirements for health, safety, quality, and infection control.
The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses.
Candidates must achieve a passing score in order to continue in the selection process. Candidates will be placed on the confidential eligible list/score report in rank order according to their final score.

Certification: The certification rule for the eligible list resulting from this examination will be the Rule of the List.

The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.
