Role description

Project name: Water Supply and Treatment Division (WSTD) Health and Safety Program 

The 6130 Safety Analyst will provide key support to the WSTD Health and Safety Committee and respond to employee health and safety concerns with assistance from various WSTD section managers / supervisors. Additionally, the 6130 Safety Analyst will provide technical or field support to different WSTD sections and project managers to ensure compliance with health and safety requirements (e.g., industrial hygiene, hazardous materials/waste, standard operation procedures, incident investigation, and federal and state required health and safety training).

Essential Functions:

1. Review existing status, policies, and procedures utilized by departments to address safety needs, including operational and safety issues and procedures.

2. Research applicable regulations and standards relating to safety issues and make recommendations for procedures to prevent incidents and comply with regulations and industry standards.

3. Interview employees and supervisors to obtain information about equipment use, exposures, and work practices. Additionally, investigate accidents to identify causal factors.

4. Assess work practices, equipment, and physical conditions to identify potential hazards and develop controls or work practices to minimize or eliminate hazards identified.

5. Consult with supervisors and managers on recommendations for implementing safety changes.

6. Develop a health and safety program plan to show roles and responsibilities between SFPUC Health and Safety Program and provide support on program plan implementation to various WSTD sections.

7. Review and make recommendations on facility designs and construction to enhance safety and regulatory compliance.

8. Participate in regulatory inspections and compliance activities to represent City Department.

9. Schedule periodic facility inspections and write site assessment reports for various WSTD facilities after facility inspections.

10. Develop and present safety training to diverse audiences.

11. Create a procedure to automate health and safety training reports for WSTD staff.

12. Develop a database to track and alert supervisors of mandatory health and safety trainings.

Nature of the work: Safety Analysts will conduct work in the field and must be able to wear personal protective equipment, climb ladders, bend, squat, and crawl in tight spaces.

How to qualify

Minimum Qualifications:

Education: Baccalaureate degree from an accredited college or university

Experience: Four (4) years of professional occupational safety experience, such as implementing occupational safety programs, conducting worksite inspections and conducting safety training. (Weapons, Ordinance, and Systems Safety experience is not qualifying)

License and Certification: Possession of a valid California Driver’s License.

Substitutions:

1) A Master’s Degree in Safety, Occupational Safety and Health, Safety Management, or a closely related field may substitute for two (2) years of the required experience.

2) Certification as a Certified Safety Professional (CSP) may substitute for the required experience described above.
