The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.
The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

Role description
Within the Finance and Administration Division, the Port's Information Technology group consists of Business Applications and Infrastructure teams. We support the Port's mission, strategic plan, and daily operations with a focus on positive relationships with and quality service to everyone associated with the Port.
Under the general direction of the Business Applications Manager, the 1053 IS Business Analyst-Senior position is responsible for providing business analysis and requirements gathering, application interface, report development and support, and ongoing production support for the Port's various business applications. The Business Applications team works in a collaborative and cohesive fashion that relies heavily on frequent interaction and commitment to knowledge transfer, cross-training, and excellent customer service. Please note: The knowledge, skills, experience, and tasks required of this position are both technical and functional in nature.
The essential duties include but are not limited to:
Business Applications Maintenance, Support, and Development
- Works closely with Port Business Applications team peers and business users to provide comprehensive production maintenance and support of the Port's various systems and business applications, especially SharePoint, to ensure optimal uninterrupted daily operations.
- Provides excellent customer service to our business users and positive collaboration with Business Application team peers and everyone associated with the Port and City.
- Collaborates with Port Business Applications team peers and business users to maintain, support, and troubleshoot the Port's various application interfaces to/from the City's Peoplesoft HCM, Financials, and Supply Chain Management system.
- Collaborates with Port Business Applications team peers, business users, and third-party vendors to efficiently respond to, troubleshoot, track, and successfully resolve reported problems. Maintain issues and enhancement request logs.
- Participates in periodic application upgrade and maintenance projects, serving in a Techno-Functional Business Analyst - Lead or Support role as requested.
- Assists Port Business Applications team peers, business users, third-party vendors, and external consultants on projects as requested, following IT standard and best practices.
- Works closely with Port Business Applications team peers and business users to create test plans and test scripts.
- Prepares training materials and user guides, and provide one-on-one, small group, and classroom style training to Port business users.
- Prepares user and application support, documentation, and provide training as needed.
- Communicates frequently and regularly with Business Applications team peers regarding ongoing production maintenance and support tasks, documentation efforts, learning opportunities, and enhancements to systems.
- Positively engage in continuous communication, relationship building, team building, and teamwork efforts to ensure team cohesiveness and organizational improvement and success.
- Acts as an advocate for organizational change while working with Port IT management to identify opportunities for improvements in efficiency and data security.
- Commits to working in a collaborative team environment with both technical and functional tasks assigned.
Business Applications Enterprise Reports & Dashboard Development, Maintenance, and Support
- Engages with business stakeholders and users to ensure that reporting needs are met.
- Collaborates with Port Business Applications team peers and business users to provide analysis, design, development, and maintenance of enterprise reports and dashboards in support of the Port's long-term strategy to become more data-driven (using enterprise reporting tools such as Microsoft Power Bl, JasperReports/Jaspersoft Studio, OBIEE, PeopleSoft Query Manager, Oracle Bl Publisher, and Oracle Reports 10g.
- Performs analysis tasks and create database queries using SQL to ensure data accuracy, consistency, integrity, and performance.
How to qualify
Education: An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university or its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].
AND
Experience: Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
License and Certification
Possession of a valid California driver’s license (to be presented at time of appointment). Employees must be insurable under the Port’s automobile liability insurance. Insurability must be maintained throughout employment.
Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.
Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.
Special Conditions:
In addition to the Minimum Qualifications above, applicants must have the following experience to qualify for this Port 1053 IS Business Analyst-Senior position:
- Three (3) years of Oracle Database and Application Development and Maintenance Experience.
- Three (3) years of Web-enabled Application Development.
- One (1) year of Financial Applications Support Experience.

Desirable Qualification: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:
Five (5) years of directly related experience in the following areas:
- Systems analysis, problem solving, and programming experience designing, developing, and maintaining business applications
- Production support, change management, and incident tracking
- Designing, developing, and supporting automated system interfaces
- Experience in all aspects of the Systems Development Life Cycle (SDLC)
- Demonstrated techno-functional communication and documentation skills
- Solid communication, collaboration, teamwork, and relationship-building skills - both verbal and written
Three (3) years of directly related experience in the following areas:
- SharePoint Online/Office365 (e.g. developing, customizing and implementing SharePoint-based solutions)
- Reporting tools (e.g. using enterprise reporting tools such as PowerBI, JasperReports/Jaspersoft Studio, OBIEE, PeopleSoft Query Manager, Oracle BI Publisher, and Oracle Reports 10g)
- Oracle databases, Oracle RDBMS utilities (Export/Import, Data Pump, SQL*Loader, etc.)
- Oracle SQL and PL/SQL
- Linux / UNIX (knowledge of commands, advanced shell scripting, job scheduling, etc.)
- MS Office (Excel, Word, Visio, PowerPoint)
Additional experience:
- Microsoft Power Platform (Power Apps, Power Automate/Flow)
- Microsoft Forms
- Microsoft Windows servers (knowledge of commands, PowerShell scripting, job scheduling, etc.)
- Microsoft Dataverse
- Microsoft Project for the Web
- GIS-related applications and technologies (e.g. ArcGIS)
- JIRA (issue tracking / project management)
- Supporting and/or interfacing with PeopleSoft HCM, Financials, and Supply Chain Management
- Amadeus PROPworks property management software
- Developing complex Microsoft Access database applications: split frontend/backend, Visual Basic for Applications (VBA), logins/access control

Selection Procedures:

Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying)
This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supplemental Questionnaire Evaluation: (Weight: 100%)
Qualified candidates will receive the link to complete the Supplemental Questionnaire via email. Applicants will be given a deadline to return the Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure knowledge, skills, and abilities in job-related areas which have been identified as critical for positions in class 1053 IS Business Analyst-Senior, Port of San Francisco.
Failure to complete these steps by the established deadlines will result in disqualification. All applicants’ responses to the Supplemental Questionnaire are subject to verification.
A passing score on the Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.
Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be twelve (12) months and may be extended with the approval of the Human Resources Director.
Certification Rule:
The certification rule for the eligible list resulting from this examination will be Rule of Three Scores, pending approval from the union for an expanded certification rule.
