Role description
Population Health Division’s Sexually Transmitted Infection (STI) Prevention Program is accepting applications for a position in class 2322 Nurse Manager. This position supervises nurses and health workers, and helps oversee clinical operations at San Francisco City Clinic, the municipal STI clinic. City Clinic diagnoses and treats sexually transmitted infections (STIs) and HIV. In addition, we have a high-volume biomedical HIV/STI prevention program, providing medication for post-exposure (PEP) and preexposure (PrEP) prophylaxis to prevent HIV infection, as well as doxycycline postexposure prophylaxis to prevent chlamydia, syphilis, and gonorrhea. We also offer women’s health services, partner services for persons diagnosed with HIV or syphilis, and learning opportunities for nursing and medical.
Under the supervision of the STD Clinic Medical Director, the Nurse Manager is responsible for overall assessment, management, delivery, and evaluation of nursing care in our STI and HIV programs and collaborates with the management team in the planning, development, implementation, and evaluation of clinical program activities.
The Nurse Manager, Ambulatory (2322) performs duties such as the following:
- Manages and supervises the delivery of nursing care provided by the clinics and assists nursing staff in the provision of that care
- Receives training in operation of high complexity lab so as to be able to provide backup when microbiologist is out
- In partnership with other clinic managers, oversees clinic operations
- Participates and collaborates with members of the administrative team to develop systems that facilitate safe, efficient, comprehensive and client-centered care, including LEAN quality improvement activities
- Participates in staff meetings and STD administrative / management meetings
- Serves as liaison between the STD clinic and nursing leadership within SFDPH / the health network
- Coordinates hiring, provides supervision, coordinates assignments/scheduling, and completes performance appraisals for a multi-level and multi-cultural staff of registered nurses, licensed vocational nurses, health workers and public health aides
- Identifies staff training needs and participates in planning, developing, evaluating and providing in-service trainings, including registration of phlebotomy training for health workers requiring certification
- Develops, maintains, and updates nursing policies, procedures, and standards in compliance with Department and State guidelines
- Assists with CQI activities related to EPIC
- Build, open, block and revise EPIC Electronic Health Record appointment templates for all clinic clinical services
- Oversees clinic compliance committee and ensures clinic is in compliance with federal, state and local polices for the following programs: 340b drug discount program; state 317 and vaccines for children program; Family PACT; and others
- Maintains system for the ordering and inventory of medical supplies, pharmaceuticals, and vaccines
- Maintains occupational health program for the screening of clinic employees for select communicable diseases and compliance of Departmental and Division programs, including but not limited to the Aerosolized Transmitted Disease (ATD) program and staff Injury and Illness Prevention (IIP) program. Ensures that all occupational injuries and illnesses are reported per departmental protocol
- Coordinates with Occupational Safety and Health around workplace safety and ergonomic evaluations, including special equipment orders
- Develops and maintains emergency response plan and coordinates dissemination of plan to program staff
- Develops, maintains, and updates infection control and hazardous wastes policies and procedures in compliance with federal, state and Departmental standards
- Evaluates critical incidents/unusual occurrences/patient safety issues, maintains system for receiving and responding to patient complaints and managing service recovery, and oversees an overall quality assurance program
- Oversees system for responding to medical records requests
- Promotes professionalism and professional development and serves as resource and nursing advocate
- Provides direct care to patients at a minimum of 10%
- Represents Clinic at internal and external meetings and events
The Nurse Manager may perform other duties as assigned/required.
How to qualify
Minimum Qualifications
- Possession of a valid California Registered Nurse License
- Possession of a baccalaureate degree from an accredited college and/or university in Nursing, Nursing Administration or a closely related field
- Two (2) years (equivalent to 4,000 hours) of experience as a Registered Nurse in a general acute care hospital, ambulatory clinic, or community/public health setting
- Special Condition:12 months of Communicable Diseases Experience
Substitution:
Two (2) years of additional experience as an Assistant Nurse Manager/Charge Nurse in a general acute care hospital (a hospital which provides 24-hour inpatient care, including the following basic services: Medical, Nursing, Surgical, Anesthesia, Laboratory, Radiology, Pharmacy and Dietary Services) may be substituted for the educational requirement.
Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.
One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine fulltime employment.
DESIRABLE QUALIFICATIONS:
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.
- Two (2) years experience, within the last five years, as a Registered Nurse in an ambulatory clinic in Public Health
- One (1) year experience in a supervisory capacity
- One (1) year experience working with patients with HIV and STDs
- One (1) year experience working with patients with tuberculosis
- Experience with LEAN QI
- Experience with EPIC (both use of this EMR and experience with assisting with an EPIC build and Go-Live)
- Demonstrates leadership ability
- Excellent verbal and written communication skills
- Experience providing direction and leadership in the delivery of nursing services
- Knowledge and sensitivity to the health, ethnic and socio-economic factors affecting under-served at risk population (intravenous drug use, foreign born, HIV patients, homeless, non-intravenous drug users, men who have sex with men)
