The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

The San Francisco Department of Public Health (DPH) Behavioral Health Services utilizes myAvatar, Methasoft and Epic Electronic Health Records (EHRs). Under general direction of the Ambulatory Care Applications Manager, Behavioral Health IT is hiring one full-time permanent IS Principal Business Analyst to lead and support our IT vocational programs, participate in system implementations, provide top tier support for our EHRs and develop performance and outcome reports. The incumbent will act as an IT lead for projects and will to troubleshoot and resolve problems utilizing a variety of tools and applications within the Department of Public Health as well as working with third party vendors and stakeholders.

The eligible list resulting from this recruitment may be utilized to fill future and current vacancies in this class at other locations within the DPH for the duration of the eligible list.

Role description

Duties Include

  • Lead peer-based programs with community organizations while overseeing MyChart and Avatar Help Desks, including schedules, support, and training
  • Mentor trainees and employees in vocational programs
  • Create cross-system performance reports and dashboards for support case tracking
  • Expand vocational program services through stakeholder partnerships
  • Develop IT processes for systems supported by vocational programs
  • Create and maintain documentation for IT staff
  • Manage projects from start to finish, including ongoing maintenance
  • Support Avatar and Epic EHRs through application troubleshooting, testing, training, and user support
  • Provide advanced technical support and vendor escalation for DPH applications
  • Assist with EHR implementations and lead system upgrades
  • Stay current on EHR developments and regulations
  • Serve as liaison between IT and DPH stakeholders while attending relevant meetings
  • Build effective working relationships with all stakeholders
  • Work on-site 80% or more per week
  • Perform other related duties as assigned

How to qualify

Education:

An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].

Experience:

Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

License and Certification:

Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.

Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

Assessment Component
Candidates that meet the minimum qualifications will be invited to participate in an assessment that is designed to measure the knowledge, skills, and abilities in job related areas.

Behavioral Consistency Assessment: (Weight: 100%) 

Candidates must achieve a passing score on this assessment to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Certification
The certification rule for the eligible list resulting from this examination will be the Rule of 10 Scores.

The duration of the eligible list resulting from this examination process will be 12 months and may be extended with the approval of the Human Resources Director.
