The current position is located at San Francisco Department of Public Works. The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.
San Francisco Public Works (SF Public Works) is recruiting to fill the position of Superintendent in the Bureau of Building and Street Repair (BBSR). This position is responsible for administering an annual budget of around 58 million dollars and managing a staff of 120 to 130 permanent and temporary employees.

Role description
SF Public Work is seeking a Superintendent to lead the Bureau of Building and Street Repair (BBSR). Reporting to the Deputy Director for Operations, this position provides strategic and administrative direction for all bureau activities. The Superintendent ensures the effective maintenance, repair, operation, and improvement of critical City infrastructure, including buildings, streets, and related structures, while managing personnel, budgets, and key stakeholder relationships.
Core Responsibilities:
Bureau Leadership & Management:
- Direct and oversee all daily operations and activities of the BBSR.
- Develop, implement, and refine bureau policies, procedures, and methods to improve efficiency and effectiveness.
- Manage and supervise bureau personnel, fostering a productive and safe work environment.
- Oversee the preparation and administration of the bureau's budget, operational records, and reports.
Infrastructure Maintenance & Repair:
- Manage the maintenance, repair, alteration, custodial services, and operation of City buildings and structures under Public Works jurisdiction.
- Oversee construction projects for the maintenance, repair, and improvement of City streets and associated structures (steps, guardrails, retaining walls, etc.).
- Direct emergency response efforts for street obstructions (e.g., slides, washouts), ensuring timely resolution.
- Manage specialized maintenance projects, including regular clearing operations and the annual Noriega Seawall sand removal and dune reshaping.
Stakeholder Relations & Compliance:
- Serve as a primary point of contact and liaison with other City departments, external organizations, and the public regarding bureau activities.
- Ensure all bureau operations and projects comply with established work practices, safety standards, and relevant regulations.
Here are some additional essential job functions performed by the BBSR Superintendent (0941 Manager VI).:
- Supervising the application of standard personnel procedures including selection, disciplinary proceedings, and employee development.
- Directing responses to citizen inquiries or complaints about work done by the bureau or about bureau employees.
- Using electronic equipment and devices to create and review complex reports, performance appraisals, and to access department/bureau databases such as computerized Maintenance Management Systems/Work Order Tracking System, Financial Reports, and inter/intranet links for business processes.
- Directing the preparation and maintenance of detailed and complex operational reports and records including periodic (quarterly, annual) bureau performance reports.
- In the event of emergencies, directing the operations of the bureau and serving as a member of the emergency response team for the department.
- Driving a vehicle to meetings and performing related duties as required.
How to qualify
MINIMUM QUALIFICATIONS:
Education:
Possession of a bachelor's degree from an accredited college or university.
Experience:
Five (5) years of verifiable managerial experience managing the operational activities of maintenance, repair, alteration, operations, and the engineering of either buildings, equipment, or structures. Including progressive responsibility managing operational budgets and fiscal reports. This experience must include five (5) years of supervising first line managerial staff directing construction trades professionals, including Maintenance Managers, Maintenance planners, section managers and/or forepersons performing relevant building repair and street repair duties.
Licenses/Certifications:
Possession of a valid California class C driver's license at appointment. (driver’s license must not have any restrictions that would prohibit them from legally performing the essential functions and duties of the role.)
Education Substitution:
Additional qualifying experience may be substituted for the required education on a year-to-year basis up to a total of four (4) years. One year (2000 hours) of experience equals 30 semester or 45 quarter units.
Please Note: One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
DESIRABLE QUALIFICATIONS:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Experience Reporting to a Superintendent: Managerial experience in a complex organization and reporting directly to a superintendent.
- Budget Reporting: Responsible for preparing detailed financial reports, analyzing budgetary performance, and presenting findings to senior leadership and stakeholders.
- Reporting to Commissions: Experience furnishing reports and facilitating presentations to oversight boards and/or commissions.
- Experience in Enterprise Asset/Computerized Maintenance Management System (CMMS) that includes working knowledge of CMMS usage and purpose for construction/improvement/repair/maintenance and capital business processes, resource allocations, and inventory/procurement control.
- Proven ability to build and sustain strong collaborative relationships through strategic networking and targeted outreach initiatives.
- Demonstrated excellent oral and written communication skills.

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Management Test Battery (Weight 100%):
Candidates deemed qualified will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement. A passing score must be achieved on the Management Test Battery to continue in the selection process.
This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.
Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
Note: Candidates must achieve a passing score on the Management Test Battery exam in order to be ranked on the eligible list.
Eligible List/Score Report:
Once you pass the exam, you will be placed on an eligible list and given a score and a rank. The duration of the eligible list will be six (6) months and may be extended with the approval of the Human Resources Director.
Certification:
The certification rule for the eligible list resulting from this exam will be the “Rule of the List”.
Post-Eligible List:
Candidates will be invited to interview based on test scores and experience that most closely matches the responsibilities of the position determined from a review of the application materials.
