Role description
Make your mark on the City of San Francisco as the Arts Commission's Capital Project Manager! As the Art Commission’s Capital Project Manager, you manage ongoing projects at San Francisco's Cultural Centers including planning, organizing, and analyzing complex and sensitive projects in the areas of capital budgeting and planning as well as contract administration for the arts and culture sector.
Job Duties:
The duties specified below are representative of the range of duties assigned to this class and are not intended to be an inclusive list.
Reporting to the Deputy Director of Programs, some of the Capital Project Manager's duties include:
- Act as managerial support for capital renovations in overseeing major capital renovations and repair projects at City-owned Cultural Centers - African American Arts and Culture Complex, Mission Cultural Center for Latino Arts, Ruth Williams Bayview Opera House, and SOMArts.
- Manage capital budgets, approve maintenance projects and monitor budget expenditures for capital projects.
- Provide relevant project data, including cost and expenditure projections, throughout the year for all assets.
- Collaborate with City Departments, private developers and nonprofit partners to increase artists’ access to affordable housing and development of affordable housing for artists.
- Train Cultural Center facility managers on software data entry as it relates to maintenance needs, relevant documentation updating for City internal filings.
- Work with Public Art to facilitate annual Capital Budget maintenance funding requests, development of cost estimates. Assess Public Art storage needs and facilitate discussions with Real Estate around potential additional space.
- Manage preparation and execution of annual leases at the four City-owned cultural centers in coordination with the City Attorney. Amendments as necessary. Explain lease provisions to City and cultural center staff as requested.
- Represent the Arts Commission at meetings regarding the development and preservation of arts facilities and artist housing. MOHCD capital grant review panel.
- Support related work as assigned: Annual Surveillance Report Inventory (COIT), Gas Equipment Inventory (Environment), Accessible Business Entrance Program (DBI)
- The Capital Manager has a responsibility to ensure the Cultural Centers are open to the public during normal operating hours.
- The Capital Project Manager may perform other duties as assigned/required.
How to qualify
Appointment Type: This position is a Permanent-Exempt Appointment. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer. The anticipated duration of the appointment shall not exceed 36 months.
Minimum Qualifications
Possession of a baccalaureate degree from an accredited college or university and three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Substitution:
Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Desired Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Three (3) years of community based facility, development, placemaking and neighborhood revitalization experience.
