Role description
Under general direction, the Safety Officer develops, implements, maintains and improves effective Occupational Safety and Health Programs, with primary emphasis on reducing hazards and promoting/providing a safe environment. The Safety Officer will be part of the SFPD Medical Liaison Unit which oversees the health of members including workers compensation, medical restrictions and medical claims validation, ADA, and Injury and Illness prevention programs. The Safety Officer essential duties include:
- Develops, implements, maintains and improves a variety of Occupational Safety and Health Programs, including Injury and Illness Prevention Programs;
- Monitors and ensures compliance with regulatory standards including Cal/OSHA standards and environmental regulations;
- Investigates or reviews investigation of health and safety related incidents to determine root causes and develop and implement recommendations for prevention;
- Develops and provides occupational safety and health training to SFPD members;
- Prepares reports and oversees health and safety records;
- Analyzes health and safety data to target injury prevention programs;
- Maintains current information in the field of occupational safety and stays informed on State, Federal and local legislation related to occupational safety;
- Develops, maintains, reviews, and revises occupational safety policies and procedures;
- Reviews safety data and other information to identify areas of risk and make recommendations for improvement;
- Conducts health and safety inspections to identify hazards and recommend controls;
- Coordinates ergonomic evaluations in office and other environments;
- Develops, maintains and implements Emergency Preparedness activities, including hazardous materials training and response;
- Develops and implements motor vehicle incident prevention programs;
- Provides technical advice on health and safety issues;
- Evaluates work operations and selects appropriate personal protective equipment (PPE) and other equipment; and
- The 5177 - Safety Officer performs related duties as required
Compensation: $134,186 – $175,396 (Annual)
How to qualify
If you are interested in a job like this, we are looking for people that have the following minimum qualifications (MQ):
- Education: Possession of Masters Degree in Safety, Occupational Safety and Health, Safety Management or equivalent degree in a closely related field from an accredited college or university; AND
- Experience: Four (4) years of professional industrial or occupational safety experience, which must include work safety assessments, engineering design review, accident investigation, safety program development and safety management; AND
- Certification: Certification as a Certified Safety Professional (CSP) by the American Board of Certified Safety Professionals; AND
- License: Possession of current valid California Driver License; AND
- Use of Personal Protective Equipment: Ability to wear personal protective equipment, such as respirator and the ability to climb ladders, bend, squat and crawl in tight spaces to safely access work sites.
SUBSTITUTIONS:
- Combination of a baccalaureate degree in one of disciplines specified in MQ #1 and six years of experience as described in MQ #2 may substitute for qualifications #1 and #2.
- Combination of baccalaureate or graduate degree in Engineering, Physical or Natural Sciences from an accredited college or university and seven years experience as described in MQ #2 may substitute for qualifications #1 and #2.
- Combination of any baccalaureate or graduate degree from an accredited college or university and eight years experience as described in MQ #2 may substitute for qualifications #1 and #2.
- Registration as a Professional Engineer in Safety by the State of California Board of Professional Engineers and Land Surveyors may be substituted for the certification MQ #3.
- A graduate degree as described in MQ #1 and six years experience as described in MQ #2, without a CSP, is qualifying.
Exam Process
Minimum Qualification Supplemental Questionnaire (MQSQ, Weight - Qualifying): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications. Failure to complete the questionnaire may result in disqualification from the selection process

Supervisory Test Battery (Weight: 100%):
Candidates who fulfill the minimum qualifications will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process. The department may administer additional position-specific selection procedures to make final hiring decisions. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.
Certification: The certification rule for the eligible list resulting from this examination will be Rule of 10. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
Background Investigation (Qualifying): Prior to employment with the San Francisco Police Department, a thorough background investigation will be conducted to determine the candidate’s suitability for employment. The investigation may include, but not be limited to: criminal history records, driving records, drug/alcohol screening, and other related employment and personal history records. Reasons for rejection may include use of controlled substances and alcohol, felony conviction, repeated or serious violations of the law, inability to work with co-workers, inability to accept supervision, inability to follow rules and regulations or other relevant factors. Candidates may be required to undergo drug/alcohol screening, and must clear Department of Justice and Federal Bureau of Investigation fingerprinting. Criminal records will be carefully reviewed; candidates who do not report their complete criminal records on their applications will be disqualified. Applicants will be fingerprinted.
