Role description

The 9704 Employment and Training Specialist III fulfills a variety of employment and training related job functions to HSA, including, but not limited to: employer engagement/job development; vocational assessment and career counseling; soft and hard skill employment-related training; job placement; facilitation of  program workshops; program coordination; contract monitoring and other appropriate assignments.

Essential Duties

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list.

Essential duties include:

  1. Develop jobs in the public and private sector for clients who may have barriers to employment, and maintain close relationships with employer groups and other agencies.
  2. Provide professional job readiness training, prescreening, and job placement to clients who may be disadvantaged or disabled.
  3. Provide group orientations, informing sessions, or other employment workshops.
  4. Provide professional vocational counseling and related career and employment services to participants and staff. 
  5. Act as business services representatives between employers and JobsNOW! participants, products, and services.
  6. Use various business software applications and data systems to perform important job tasks, record information, and enter data; regularly prepare reports to update supervisors on work progress and other related duties as required.
  7. Place clients in transitional employment opportunities, and track, coach, assess and monitor clients’ progress.
  8. Provide employment case management to clients participating in subsidized, temporary, or transitional employment.

How to qualify

1) Education: Possession of a baccalaureate degree from an accredited college or university

AND

2) Experience: Two (2) years (4000 hours) of experience in workforce development, human resources, recruitment, training, or a closely related field.

Substitution:

Education Substitution: Additional qualifying experience may be substituted for the required degree on a year-for-year basis (up to a maximum of two years). Thirty (30) semester units or forty-five (45) quarter units equal one (1) year.  

License and Certification: Some positions require possession of, or ability to obtain, an appropriate, valid California driver's license.

Special Condition - Bilingual Proficiency: Some positions may require bilingual fluency in a variety of languages depending upon the department's bilingual needs. Only those eligible candidates who pass the bilingual proficiency test will be considered for bilingual positions. Applicants must indicate on the application form the language(s) in which they claim proficiency.
