About:

Fill Type: This is a Temporary Exempt (TEX Category 18) recruitment with expected duration up to 2.5 years.  Employees are considered “at will.”  These positions are excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointment Officer.
Work Hours: Full-Time
Shift: Typically 8:00 am to 5:00 pm weekdays; occasional after-hours, weekends and/or holiday shifts may be required.

The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health.

The San Francisco Health Network (SFHN) is the City's only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

The list resulting from this recruitment may be used to fill Nurse Manager (Ambulatory Care) positions for the next six months.  This may include nurse manager positions in both Ambulatory Care and the Population Health Division (PHD).  Nurse manager roles in PHD will support projects related to COVID-19 vaccination, health equity as it relates to COVID-19 vaccinations, COVID-19 outbreak investigation and response, and strengthen existing Immunization Program and Communicable Disease Prevention and Control activities.

Role description

Essential Duties Related to Nurse Managers in the Population Health Division:  The Nurse Manager will provide clinical leadership, management, and program administration across the Section, including but not limited to:

  • Acts as supervisor for nurses in the Communicable Disease Control Unit (CDCU) and/or Communicable Disease Prevention Unit (CDPU);
  • Oversees COVID vaccination team activities under the direction of a Medical Director for COVID immunizations;
  • Provides clinical leadership for communicable disease cases and outbreaks in CDCU under the direction of the communicable disease physician;
  • Provides consultation on response to communicable disease cases and outbreaks in CDCU; AND
  • Collaborates with CDCU/CDPU physicians to update clinical protocols and guidance for communicable disease cases, outbreaks, and prevention activities.

General Job Description: Under general supervision, the Nurse Manager supervises the delivery and evaluation of nursing care and the care environment in various Ambulatory Care settings.

The Nurse Manager (Ambulatory Care) performs the following essential job functions:

  • Directs and manages nursing care on assigned units during unit operating hours;
  • Assesses, plans, implements and evaluates care using patient outcomes data;
  • Provides clinical leadership within the institution;
  • Provides the framework for planning, directing, coordinating, providing, and improving care, treatment and services to respond to community and patient needs and improve health care outcomes;
  • Demonstrates excellent communication and critical thinking skills to effectively plan and problem-solve; collaborates with the unit-based Interdisciplinary Team;
  • Ensures unit compliance to regulatory standards, represents nursing and primary care in a variety of meetings and committees;
  • Maintains, monitors and promotes a patient-centered philosophy which supports the autonomy, dignity and rights of patients and their loved ones; AND
  • Ensures staff coverage for clinic operations for the unit using OneStaff Staffing Scheduling Systems.

The 2322 Nurse Manager (Ambulatory Care) performs other related duties as required.

How to qualify

1. LICENSE: Possession of a valid, including temporary or interim, California Registered Nurse License issued by the Board of Registered Nursing (BRN); AND

2. EDUCATION: Possession of a baccalaureate degree from an accredited college and/or university in Nursing, Nursing Administration or a closely related field; AND

3. EXPERIENCE: Two (2) years (equivalent to 4,000 hours) of experience as a Registered Nurse in a general acute care hospital, ambulatory clinic, or community/public health setting, including one (1) year (equivalent 2,000 hours) in a supervisory capacity, within the last five (5) years.

SUBSTITUTIONS:
Two (2) years of additional experience as an Assistant Nurse Manager/Charge Nurse in a general acute care hospital (a hospital which provides 24 hour inpatient care, including the following basic services: Medical, Nursing, Surgical, Anesthesia, Laboratory, Radiology, Pharmacy and Dietary Services) may be substituted for the educational requirement.  One (1) year (2,000 hours) of work experience is equivalent to 30 Semester Credits or 45 Quarter Credits.

NOTE: One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

  • Experience working in communicable disease control and/or with vaccine-preventable diseases or immunizations
  • Two years of experience working in a health care organization  serving a diverse population
