This is a Temporary Exempt, full-time position not to exceed six months or 1,040 hours in a fiscal year. This position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head. If applicable, an exempt employee must participate and be successful in a Civil Service examination process for this classification and be selected through an open competitive recruitment process to be considered for a permanent appointment.

What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that serves 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-barrier entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Problem Solving/Diversional programs including the Homeward Bound program which has helped 11,000 individuals return to stable housing in their city of origin; and robust supportive housing programs over 8,000 units which provide permanent housing and services to formerly homeless individuals and families.

Role description

The Department of Homelessness and Supportive Housing (HSH) is recruiting for an 1823 Senior Administrative Analyst – Real Estate Analyst—to provide analysis and oversight of HSH’s diverse portfolio of housing, shelter, administrative, and service sites. Reporting to the Principal Real Estate Analyst, the Sr. Administrative Analyst assists in the planning, analysis, and oversight of complex work involving significant accountability and decision-making responsibility for real estate development, negotiation, planning and ongoing lease and asset management functions for HSH-funded housing, shelters, administrative, and service sites, including City-owned and City-leased properties. The administrative analyst exercises sound judgment, works independently and takes initiative to implement the operational and strategic goals of HSH.

Essential Duties and Responsibilities

  • Coordinate and plan real estate projects in partnership with HSH division managers for acquisition, construction and/or rehabilitation of shelter, housing, service sites, and administrative offices.
  • Develop and track project budgets including revenue and expenditures projections, cash flow analyses, cost containment strategies, grant leveraging, and resolutions for budgetary problems.
  • Work collaboratively with the City’s Real Estate Division and City Attorney’s Office on real estate transactions and lease agreements.
  • Work closely with the Department of Public Works project team throughout site selection, pre- development, construction, and close out ensuring project goals are achieved on schedule and on budget.
  • Analyze, develop, and summarize projects requesting Capital Planning Committee funding or other capital funds. Track and monitor General Obligation bond funded capital projects for shelter and housing.
  • Serve as HSH’s project manager and lead on new master lease agreements with private building owners for new and renewing supportive housing sites.
  • Assess and plan for long-term sustainability of the master lease portfolio (lease terms, capital improvements, capital reserves and planning).
  • Provide asset management oversight and support for City-owned assets for HSH including on-site inspections and compliance to ensure the physical and financial sustainability of HSH assets.
  • May include additional duties as assigned.

How to qualify

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR


2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR


3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR


4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A

Substitution

Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance or other fields of study closely related to the essential functions of positions in Class 1823.

Desirable Qualifications

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Knowledge of affordable housing development and/or asset management practices
  • Experience project managing real estate or land use projects for a government agency
