The San Francisco Department of Emergency Management (DEM) manages disaster preparation, mitigation, and response; 9-1-1 dispatch, and homeland security grant distribution for the City and County of San Francisco. DEM was created in 2006 by local legislation that reorganized the Emergency Communications Department and the Office of Emergency Services into a single agency. Role description
The San Francisco Department of Emergency Management is seeking an IT Project Manager (classification 1053 IS Business Analyst-Senior) to oversee and provide technical leadership of tasks related to project work. Under general direction of the Project Management Office and Service Delivery Manager, the IT Project Manager will be in the Technology Division assigned to implement and manage projects. These projects range from managing the E9-1-1 phone system, playing a leading role in Next Generation 9-1-1 (NG9-1-1) project, furniture vendor management, E9-1-1 remodel project, replacement of the E9-1-1 console furniture, and other emergency management related technology projects. The nature of work includes but is not limited to: needs and feasibility analysis, cost-benefit analysis, system design review, technology and software assessment, contract negotiation, Request for Proposal (RFP) writing and vendor selection, project planning, budgeting and procurement, system installation and testing, system administration, and primary 911 telephony Management Information Systems (MIS) resource for the department.
Being a part of a small Project Management Office (PMO) team, the IT Project Manager will have the opportunity to help guide and create PMO roles, processes, and guidelines. In addition, the incumbent must be able to easily bridge the communication gap between IT and the lines of business to provide excellent customer service and deliver successful projects. Essential Functions:
The IT Project Manager will actively participate in and play a major leading role in the NG9-1-1 project and other emergency communication related projects. The essential functions of this position include:
- Act as the administrator for system support and maintenance of the current and future E9-1-1 phone systems by working with vendors, operations staff, IT Service Desk, and engineers
- Manage and support the current administrative and wireless phone programs for the department including DEM administration, Division of Emergency Services, and Urban Area Security Initiative offices
- Act as a project manager/coordinator for various departmental/cross-departmental IT and infrastructure projects by working with DEM operations and other City departments such as Department of Public Works, Real Estate Department, Department of Technology, Office of Contract Administration, and others
- Identify opportunities for improving emergency communications and emergency management business processes; assist in the preparation of proposals to develop new systems
- Manage software systems and programs that support emergency communications, 911 operations, and general emergency management
- Analyze the feasibility of and develop requirements for new emergency management/communication systems and enhancements to existing systems; ensure the system design fits the needs of the users
- May install and enhance emergency management/communication software; program, test, debug and install new/modified programs
- Provide technical support for computer and emergency management/communication systems
- Coordinate with outside vendors and contractors to complete projects and service requests; define, assign and evaluate their work
- Performs related duties as assigned
Nature of Work:
The IT Project Manager must be responsive and flexible with assigned tasks and able to work as a part of a diverse team in a fast-paced environment. The 911 dispatch center operates 24 hours a day, 7 days per week. Position may require evening, night and weekend work, typically with very little notice when needed to work a shift(s).
How to qualify
MINIMUM QUALIFICATIONS
Education:
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
Experience:
Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of ten (10) semester / fifteen (15) quarter units in computer science or a closely related field.
Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Excellent communication and problem-solving skills, ability to assess customer requirements and perform various technical and operational analysis to provide recommendation to management
- Experience working in public safety Information Technology and knowledge of E911 systems and future trends
- Hands-on experiences on leading and implementing large complex technology driven projects with multiple stakeholders involving multiple departments or agencies
- Familiarity with the City’s procurement process including RFP, vendor selection, contract negotiation and contract administration
- Experience supporting current 911 emergency management/communications systems
Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.
One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you worked above 40 hours per week are not included in the calculation to determine full-time employment.

SELECTION PROCEDURES

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Oral Examination (Weight: 100%):
Candidates will be tested in order to determine their knowledge, skills, and/or abilities in job-related areas which may include but not be limited to: knowledge of requirements installation procedures, hardware, software and maintenance of systems; knowledge of interactive or macro-based applications, functional requirements, structured systems or procedures analysis; knowledge of system analysis and design; ability to understand and learn a variety of business procedures and processes; ability to translate functional requirements into systems specifications; ability to analyze data and information using established criteria; and the ability to establish and maintain good working relations with department personnel, staff, vendors, peers, and management.
A passing score must be achieved on the Oral Examination in order to be placed on the eligible list. Candidates will be placed on the eligible list in rank order according to their final score. The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.
