Role description
Under general direction, this position provides management functions in the finance division of the Human Services Agency with responsibility for planning, directing, and coordinating the activities of fiscal units supporting various programs in distributing immediate-need assistance payments, employment services and supportive services payments. It oversees the activities of accounting staff supporting the Public Guardian, Representative Payee, and Public Administrator programs in providing comprehensive financial services to adults with physical or mental limitations that make them unable to manage their financial affairs, as well as the estates of those who have died and do not have family members able or willing to manage the affairs of the estate. It oversees the activities of accounting staff that verifies and reconciles the benefit issuance system with the county’s accounting system and with the banking system. It oversees staff providing the purchasing function (of non-professional services) for the Agency. It oversees the purchasing function for emergency response (FEMA) activities.
ESSENTIAL DUTIES AND FUNCTIONS
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.
1. Establish internal controls measures that help maintain the integrity of the Department’s financial information and its fiduciary responsibilities.
2. Ensure accurate and timely performance of duties and responsibilities of fiscal units, with clear direction, policies and guidelines.
3. Coach, monitor, evaluate, and provide support to supervisory staff when needed to ensure personnel and time is managed effectively. Participate in the recruitment and selection of new staff.
4. Develop management reporting with benchmarks for service delivery.
5. Liaise with City Treasurer's office on banking and treasury services, cash management standards, and internal controls. Liaise with controller's office on financial reporting, accounting standards, policies and procedures, and with city departments and other county welfare agencies. Liaise with IT and Controller’s Office regarding the reporting and accounting of benefits issued through the benefits issuance system.
6. Establish and oversee the procedures for daily and monthly monitoring and reconciliation of activities from the benefits issuance system and its interface with the county’s accounting system and with the county’s banking system.
7. Coordinate Controller's financial audit of DAAS Accounting records, fiscal policies and procedures and respond to audit findings.
8. Oversee staff that provide purchasing function of goods and services (non-professional services) including coordinating with the Office of Contract Administration (OCA) and Contract Monitoring Division (CMD) as needed.
9. Oversee contracts and reporting related to purchasing for declared emergencies with the Controller’s Cost Recovery Division.
10. Provide coverage in general accounting, as needed in reviewing and approving accounting documents in the county’s accounting system (F$P).
11. Work with Fleet Management, Facilities, and IT to ensure equipment, fleet, and other departmental assets are accurately recorded and tracked in F$P Asset Management module.
12. Review and analyze the quarterly departmental purchase orders file for assets validation and reporting to the Controller’s Asset Management Team.
13. Coordinate and participate in program activities and meetings with internal divisions and outside agencies to develop goals, policies, and procedures to enhance service delivery.
How to qualify
1. Education: Possession of a baccalaureate degree from an accredited college or university in Public Administration, Public Policy, Finance, Accounting or a closely related field;
AND
2. Experience: Three (3) years of professional experience performing complex fiscal work with multiple revenue sources in a non-profit or public sector agency.
Substitution of Education: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (3) semester units/forty-five (45) quarter units.
Desirable Qualifications:

Selection Procedures:
Supplemental Questionnaire Examination (Weight: 100%):
Candidates who meet the Minimum Qualifications will have their Supplemental Questionnaire Examination scored; this exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of and ability to project management; financial knowledge and abilities as it pertains to public service programs; ability to establish and maintain effective working relationships; knowledge of programs development and service delivery; ability to identify, analyze and report upon activities, issues, and problems and recommend appropriate solutions; written communication ability; knowledge of laws and regulations pertaining to programs and/or target population.
Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.
A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
