The Office of Contract Administration (OCA) supports the procurement of materials, supplies, equipment and services that are essential to providing governmental services for the citizens of San Francisco. OCA is dedicated to providing efficient and responsive purchasing and contracting services, in full compliance with the City's legal requirements, while upholding the highest ethical and professional standards.

A 3% Premium payment is provided to Purchasers who possess and maintain certification for any of the following:

  • Certified Purchasing Manager (CPM) issued by the Institute of Supply Management
  • Certified Professional in Supply Management (CPSM) issued by the Institute of Supply Management Certified Professional Public Buyer (CPPB) issued by the National Institute of Governmental Purchasing Certified Public Purchasing Officer (CPPO) issued by the National Institute of Governmental Purchasing.

Role description

 Under administrative direction, supervising purchaser is responsible for planning, coordinating, supervising and reviewing the work of procurement professional and clerical staff at central office and satellite locations of the Purchasing Division, Office of Contract Administration (OCA) and San Francisco Community College District (SFCCD).

  • Plans, assigns, directs, reviews and evaluates the work of purchasing staff in the Purchasing Division in the Office of Contract and Administration. 
  •  Meets and confers regularly with the Director and Assistant Director of Purchasing and clerical staff in the division and with other city departments.
  •  Creates, leads and conducts in service training for members of professional purchasing staff based upon established methods, policies, and procedures.
  • Drafts the most complex multi-part contract proposals and makes recommendations to the Director and Assistant Director of Purchasing and the purchasing Department of the San Francisco Community College District.
  • Oversees the competitive process, award and administration of contracts as required; oversees the review and evaluation of proposals by subordinate staff.
  • Conducts meetings with representatives of City departments, managers, vendors, and/or contractors to discuss technical requirements of proposed purchases and/or services; and reviews specifications and resolves departmental and vendor problems that cannot be resolved at a lower level.
  • Works closely with the City Attorney General Counsel's staff on complex negotiations, actions required to resolve protests, and the interpretation and implementation of legal aspects of procurement.
  • Develops and enforces departmental policy, rules and regulations governing purchasing activities with subordinates, personnel of various city departments, and vendors; and provides advice on procedures when required.
  • Under the Director and Assistant Director of Purchasing, leads the formulation of policies, methods and procedures, and may be designated to act in their absence.
  • Prepares and analyzes detailed reports on the status of staff performance and OCA's activities by division. Identifies and makes recommendations on areas for improvement.

 

 

How to qualify

Education:
Baccalaureate degree from an accredited university or college.

AND

Experience: Five (5) years of professional purchasing experience with responsibilities such as: identifying vendors and ascertaining quotes, selecting a vendor based on a set of criteria, identifying and negotiating terms and conditions and procuring goods and services, developing complex contracts , requests for qualifications, requests for proposals and term contracts, two (2) years of which must be in a capacity supervising the work of professional purchasing, similar to the supervisory work by a 1956 Senior Purchaser or equal.    Supervision of clerical or paraprofessional purchasing staff is not qualifying.

Substitution:
Additional non-supervisory experience as described above may be substituted for the required degree on a year for year basis (up to a maximum of two (2) years). Thirty (30) semester units/forty-five (45) quarter units equal one (1) year.

Description of supervisory full range duties (according to the Department of Human Resources): An individual having authority and exercising independent judgment to effectively recommend to hire/promote, discipline, assign, reward or adjust the grievances of other employees. 

Definition of Clerical: Perform routine office tasks supporting the general function of the office or managerial positions. 

Definition of Professional: Perform duties that require interpretation, independence of judgment and application of defined principles, practices and regulations. 

Definition of Paraprofessional: Occupations which require a combination of basic scientific or technical knowledge and manual skills. 

Desirable Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring. 

  • Knowledge/experience with PeopleSoft-based online procurement system
  • Demonstrated project management skills involving complex federal, sate or local procurements.

Notes:

1] One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40 hours work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Selection Procedures/Examination Requirements: After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which include the following: 

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to submit an MQSQ at any point in the application, examination or departmental selection process. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. 

Applicants must also complete the Preliminary Questions. The Preliminary Questions will be used to evaluate if the applicant possesses the required minimum qualifications. Applicants are strongly encouraged to fill out each portion of the employment application. Supervisory Test Battery  (Weight: 40%):  Applicants who meet the minimum qualifications will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal Skill; Human Resources Management; Team Building; communication & Conflict Management. A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.

This is a standardized examination, and therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Supervisory Test Battery will be valid and "banked" for three years, starting from the date of examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Written Examination (Weight: 60%): Applicants who pass the Supervisory Test Battery will be invited to participate in a written examination to determine their relative knowledge, skills, and abilities in job-related areas for the 1958 classification. 

A passing score must be achieved on the Written Examination in order to be placed/ranked on the Eligible List.

CERTIFICATION RULE: The certification rule for the ranked eligible lists resulting from this examination will be Rule of Ten Scores. The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved.
