The City Performance Team:

The City of San Francisco works to be a national leader in public service delivery.  The Controller’s City Performance Team plays a key role in this effort.  The Team has broad mandates under the City Charter for efficiency, effectiveness and accountability.  City Performance has approximately 35 staff people, dedicated funding, and the organizational setting of the Controller’s Office for analytical, financial and technical grounding. With these resources, The Team is uniquely positioned to help San Francisco’s government innovate, work across boundaries, and problem-solve. 

As a City and County, San Francisco’s public services include all areas of local government - public safety, transportation, public health, human services, justice, parks and recreation, economic development, arts and culture, planning and infrastructure.  Working directly with individual City departments, City Performance provides project management, analysis, facilitation, design and implementation.  Working across the government and with residents and stakeholders, City Performance supports inter-departmental collaboration, public engagement, consultation and problem-solving.  

City Performance has key ongoing efforts that are required under the Charter: the Performance Program provides citizens and policy makers with performance results, tracks progress towards targets, performs analysis and does public reporting. The program also helps set standards and performs annual evaluations of the City’s streets, sidewalks and parks.  Through the Data Academy and the Lean Program  City Performance teaches courses for City staff to build technical skills and undertake continuous improvement in their agencies.  City Performance does a semi-annual City Survey of San Francisco residents and performs other periodic public opinion testing to gather data and critical feedback on public services directly from users and City residents.

The City Performance Team is made up of individuals committed to public service and the community. They are analysts and project managers with experience in public health, housing and homelessness, social work, technology and many other areas. The group strives for teamwork and collaboration in all areas.

Role description

Under general supervision, the Performance Analyst II conducts all aspects of project design and implementation. The work includes technical assistance, process design, performance management, studies, policy analysis, projects to improve management and operations of governmental agencies, vendors, contractors, and other parties that do business with the City and County of San Francisco. This position may lead portions of a project, supervise staff in day-to-day conduct of project work, provide on-the-job training, and evaluate staff performance on projects.  The job includes the following types of work:

Analysis, Data Visualization, and Performance Reporting

  • Analyze and visualize data. Develop dashboards and presentations using Excel, R, PowerBI, and ArcGIS.  Maintain City standards for quality, accessibility and design of public reporting.
  • Conduct benchmarking and best practice research.
  • Identify and track performance measures to drive departmental decision-making.
  • Analyze and improve City processes using continuous improvement methods.

Project and Program Management

  • Develop detailed project plans, including scope and objectives, timelines, and budgets.
  • Maintain communication with project managers and clients on project progress, identify issues and problem-solve through the life of the project.
  • Develop scopes of work for and monitor consultant contracts.

Facilitation and Communication

  • Promote inter-departmental collaboration, coordinate Citywide working groups and facilitate City stakeholders to study, design and forge agreement on initiatives, programs and policies.
  • Prepare and deliver reports, infographics, dashboards, and presentations to communicate project results to the public and City stakeholders.
  • Develop and deliver training material and coach departmental staff to build collaborative skills.

Divisional Leadership

  • Supervise, train, and evaluate Performance Analyst I and administrative support staff as needed.
  • Work collaboratively with all staff, encourage team members to challenge themselves and learn from each other, and actively contribute to team efforts.
  • Recommend operational changes for City Performance and the Controller’s Office and participate in organizational development initiatives.

All positions are in the Controller's Office only.

How to qualify

Possession of a baccalaureate degree from an accredited college or university in business or public administration, accounting, finance, statistics, the social sciences, English, or a related field.

Two (2) years of experience performing complex policy analysis, project management, public administration, or consulting; functional understanding of local government operations.

Substitution:  A master's degree in business or public administration, accounting, finance, statistics, or a related field may be substituted for one (1) year of the required experience.

Selection Procedures: 

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (Quailfiying): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire (Weight 100%):
Candidates who meet the minimum qualifications will be sent a Supplemental Questionnaire via electronic mail the closing of the filing period. The Supplemental Questionnaire Evaluation serves as the examination for this position and is designed to measure knowledge, skills and/or abilities in job-related areas. A passing score must be achieved on the Supplemental Questionnaire Evaluation in order to continue in the selection on process. Applicants will be given a deadline to return the Supplemental Questionnaire. Those who do not respond by the established deadline will not be eligible to continue in the examination process and will not be added to eligibility list resulting from this process.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
