This is a Position-Based Test conducted in accordance with Civil Service Rule 111A.The Department of Public Health is accepting applications for an Imaging and Pathology Director (0933 Manager V).

Compensation Range: $ $155,636 to $198,692 annually. For more details see comp and class.

Role description

This position directs the operations of all imaging departments to include the Vascular Lab, Cath Lab and Interventional Radiology along with X-ray, Breast Imaging Center, Computer Tomography, Magnetic Resonance Imaging (including Interventional MRI), PET/CT, Ultrasound and PACS (incl. EMR-EPIC Domain). Additional responsibilities include Radiation Safety and oversight of Pathology at San Francisco General Hospital Medical Center. This position requires knowledge of regulations that govern a comprehensive Imaging department. Further, as the leader of a revenue-generating department, the candidate must have comprehensive knowledge of ICD-10 codes, charge masters, EMR (EPIC), staffing models/staffing grids. Other attributes for consideration are proficient in excel, finance, lean methodologies, writing pro forma for expansion or contraction of services, as well as new services in the interest of patient care, and excellent communication skills. Supervises the recruitment selection and evaluation of professional, technical and support personnel directly and through subordinate supervisory staff.

ESSENTIAL DUTIES:

  1. Directs and coordinates all diagnostic imaging, nursing and support services and programs of the Imaging Department, to include general diagnostic, Fluoroscopic, Ultrasound, Magnetic Resonance, Interventional Radiology, Vascular Lab, Cath Lab, PET/CT, Computed Tomography procedures; Breast Imaging Center, and Pathology; image results and generation, distribution security and storage.
  2. Develops, implements and evaluates departmental clinical and administrative policies and procedures in compliance with hospital standards, applicable federal, state, and local laws and regulations, Joint Commission on Accreditation of Hospitals and Titles 22, 17, and 10 requirements. Monitors all departmental quality assurance program; participates in quality assurance reviews.
  3. Supervises the recruitment selection and evaluation of professional, technical and support personnel directly and through subordinate supervisory staff; supervises the development of performance objectives for subordinate personnel and monitors performance against such objectives; assesses in-service education needs; develops, implements and monitors effective training programs. Additionally, disciplines staff/subordinates when applicable
  4. Develops, implements and monitors the annual departmental budget for personnel, equipment, supplies and services; develops fee schedules and assures prompt billing of hospital and professional fees that are compliant with HCFA regulations
  5. Implements and updates Quality and Performance Improvement programs through systematic analysis of services, performance measurements and implementation of effective solutions. Develops goals and objectives for the department. Assures effective radiation protection programs, serves as alternative Radiation Safety Officer; develops and maintains effective orientation and training programs.
  6. Develops resources, negotiates contract provisions, and monitors the acquisition of medical and non-medical equipment and supplies and awarding of contracts for goods and services; assists in feasibility analyses and development of specifications for the purchase of new and replacement equipment; negotiates and monitors service contracts and leases.

The Imaging and Pathology Director (0933 Manager V) performs other duties as assigned or required.

How to qualify

MINIMUM QUALIFICATIONS:

1.       EDUCATION: Bachelor’s degree with major coursework in health care or business administration;

AND

2.       EXPERIENCE: Five (5) years as an administrator in a Radiology department of a general acute care hospital which must include three (3) years supervising licensed professionals;

AND

3.       LICENSE: State of California Radiology Technologist (CRT) AND current registration with the American Registry of Radiologic Technologists (ARRT) OR Nuclear Medicine Technology Certification Board (NMTCB) OR American Registry of Diagnostic Medical Sonographers (ARDMS).

     SUBSTITUTION: Two (2) years of additional experience as an Administrator in a Radiology department of a general acute care hospital may be substituted for the educational requirement.  One (1) year (2,000 hours) of work experience is equivalent to 30 Semester Credits or 45 Quarter Credits.

    DESIRED QUALIFICATIONS:

    ·         Supervisory/management experience in a hospital union environment

    SELECTION PROCEDURES

    Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Applicants will be required to complete a Minimum Qualification Supplemental Questionnaire by email after your submit your application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information identifying their education, experience, and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

    Management Test Battery (Weight: 40%): Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement. For more information about this Management Test (and a suggested reading list) please visit Management Test Battery (MTB). Please note: this examination is only held in San Francisco. A passing score must be achieved on the Management Test Battery to continue in the selection process. This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Retesting is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.  

    Supplemental Questionnaire Exam (Weight: 60%) Candidates who achieve a passing score on the Management Test Battery (STB) will be emailed a Supplemental Questionnaire (SQ) that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: Knowledge of the principles of current hospital administration and management, ability to identify and analyze management problems and implement effective solutions, to revise policies and procedures, knowledge of applicable Federal, State and local laws and regulations, and knowledge of information systems. The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses. Candidates must achieve a passing score on the SQ in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score. A passing score must be achieved on each of the above-described exams in order to be included on the confidential eligible list. After the confidential eligible list is adopted the department may administer additional selection procedures to make a final hiring decision.  

    Eligible List/Score Report: 
    A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Program Director. 

    Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

    Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing. Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.  

    Medical Examination/Drug Testing:
