Role description
Under general direction from the Contracts Manager, the 1823 Senior Contracts Analyst assists in the management of approximately 65 existing contracts, and the administration of complex contract processes for the Controller’s Office. The Senior Contracts Analyst manages assigned contracts and conducts all phases of the contracting process in collaboration with project staff and managers, including solicitation, evaluation, negotiations, contract development and post-award management. Contract subject areas include, but are not limited to: management and systems consulting, policy and organizational analysis, auditing, information technology services, as well as software license and maintenance agreements.
Essential Duties include, but are not limited to:
- Conducting complex contracting processes including planning, development, implementation, monitoring and reporting for multiple stakeholders in strict compliance with the City & County of San Francisco (City) and Department requirements within a fast-paced environment;
- Facilitating and/or conducting contractual procurement processes, which may include Request for Information (RFI), Request for Proposals (RFP), Request for Qualifications (RFQ), Request for Quote (RFq) and informal bid processes;
- Coordinating and expediting processing on a timely basis required for final contract execution by preparing all relevant documents and obtaining necessary approvals from the Civil Service Commission, the Contract Monitoring Division (CMD), the Office of Risk Management, the City Attorney’s Office, the Department of Technology, the Office of Contract Administration (OCA), the Controller’s Office, and other City agencies;
- Working with the Controller’s Management Information Systems (MIS) Unit and other Department staff in developing coordinated contracts tracking systems, maintain Sharepoint and Intranet sites;
- Working with the Controller’s Central Finance Unit and other Department staff to ensure timely funding certification, creation of Blanket Purchase Orders, Purchase Orders and payments; management of contracts budgets;
- Assisting the Contract Manager in reviewing department’s compliance with new and existing contract templates, forms, rules, regulations, laws, policies and procedures and recommending best practice contracting standards;
- Developing, proof-reading, and editing materials to ensure that all contract documents and correspondence are accurate, clear, concise and suitable for dissemination to others internal or external to the organization;
- Performs other duties as assigned.

How to qualify
These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated on the job announcement.
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.
Desirable Qualifications
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring:
- Government contracting requirements experience: Leading, advising and training bidders, staff and management on government contracting compliance requirements and processes.
- Document development and review experience: Developing, editing, structuring and reviewing solicitation and contract documents for clarity, accuracy, and logic, including scopes of work, budgets, timelines, proposer evaluation criteria, contractor performance criteria, terms and conditions, etc.
- Policies and procedures, standards and systems development experience: Creating and evaluating policies and procedures, developing systems, and facilitating complex processes for professional-level managers and staff.
- Agency representation experience: Representing an agency in communications with vendors, approval agencies, project teams, stakeholders, and the public regarding contracting processes and decisions (e.g. RFP invitation, pre-proposal conferences, vendor questions/answers, evaluation panel process, notice of intent to award, vendor protests, and other presentations).
- Contract negotiations experience: Developing negotiation strategies in collaboration with multiple stakeholders and negotiating complex professional service scopes of work, including tasks, budget, deliverables, timeline, and performance criteria to ensure accountability, mitigate risk, and assure the best deal.
- Relationship management experience: Developing effective relationships and credibility with vendors, staff, managers, stakeholders, clients, and attorneys.
- Procurement experience in the City’s Technology Marketplace.
- Legal or risk management background.
- Quality control/assurance experience.
- Process mapping experience.
- Technical writing experience.

Appointment Type: Permanent-Exempt (PEX) Appointment. Pursuant to the City & County of San Francisco Charter, Section 10.104.13.
