The San Francisco Planning Department is recruiting for one (1) Temporary Exempt (TEX) Tenderloin Administrative Analyst (#1823) position in our Community Equity Division.

The Department
The San Francisco Planning Department (CPC) plays a central role in guiding the growth and development in our City. The Department works with other City agencies and the community to help achieve great planning for a great city.   

The Community Equity Division

The Planning Department prioritizes racial and social equity tasks across all divisions coordinated through the new Community Equity Division. The purpose of this Division is to reflect upon our historical and current inequities and revise our policies and implementation strategies to reverse inequities for our American Indian, Black communities, other communities of color, and other historically marginalized communities. The Division includes three units: Equity Plan Team, Community Engagement, and Policies and Strategies. The Community Equity Divisions works closely with community leaders and the Office of Racial Equity. This is a temporary (5-10 year) division to support the transition of the Department towards a strong equity framework. The Division is a collaborative, team-oriented environment with opportunities to work both individually and on project teams on a wide variety of issues to advance racial and social equity internally and externally. We collaborate with staff of other City agencies and the general public. Community outreach and engagement is a critical part of our work.

Role description

The Opportunity
The San Francisco Planning Department is recruiting for one (1) Tenderloin Administrative Analyst (#1823) position in our Community Equity Division.

Position Description

The Tenderloin Administrative Analyst will lead the operations analysis tasks in the Tenderloin on behalf of the City and County of San Francisco.  This position will coordinate efforts for the ongoing work of the Tenderloin Community Action Plan, the next phase of the Tenderloin Emergency Initiative, which was led by the Department of Emergency Management from December 2021 through June 2022.  This position is responsible for performing research and detailed analytical work in a variety of functional areas and regarding administrative, management, fiscal and organizational issues, such as, program evaluation and planning, legislative analysis, development and evaluation of management/administrative policies, and grant administration and monitoring, to contribute to sustained improvement in the Tenderloin Neighborhood. This role liaises directly with Tenderloin stakeholder groups and is responsible for ensuring the City’s operations support the recommendations outlined in the Tenderloin Community Action Plan and Phase 3 of the Tenderloin Emergency Initiative. This position will report directly to the Tenderloin Sustained Operations Manager, will coordinate with one Senior Community Development Specialist, one Planner, and one Community Development Assistant. 

The essential functions of this position include but are not limited to:

  • Document and perform gap analysis to support minimum levels of service for City agency operations in the Tenderloin by identifying issues, and perform research, compile, and analyze information/data regarding a variety of administrative, management, fiscal and organizational issues, such as existing and proposed administrative, management, program and organizational policies, procedures, work practices, legislations, and regulations:  
    • Gather relevant data, information and/or documentation from a variety of sources 
    • Analyze information and develop tentative findings 
    • Discuss and/or coordinate analysis and tentative findings with team; create data visualization and dashboards for communicating the findings. 
    • Develop or assist in developing recommendations and/or course of action. 
    • Gather additional information and/or revise methodology as needed.  
    • Consult with managers, administrators, and other staff to determine parameters for analysis and other background information 
    • Compile information (including data visualizations and dashboards) and documentation for producing reports and/or draft reports for management/administration. 
    • Coordinate with City agencies to further the priorities of the Tenderloin community, including decreasing violence and open drug sales, increasing connections to treatment and services for those who need it, and maintaining infrastructure and street improvements in the neighborhood  
    • Compile, analyze, and interpret agency reports representing output metrics in the Tenderloin; provide operational context for and track outcome measures associated with these output metrics  
  • Compile and evaluate information in preparation for writing report; present background information and description of analytical standards; outline findings and recommendations and prepares logical supporting documentation; write or assist in writing final reports and documentation for evaluation by administrative and/or management staff; presents reports, including formal presentations to groups  
  • Support the process for community and City collaboration for addressing neighborhood issues by understanding and assigning action items, tracking follow up tasks, and holding responsible agencies accountable  
  • Lead and/or coordinate permitting and environmental review processes for activations of open space associated with Tenderloin neighborhood improvements   
  • Track action items agreed upon and represented in the long-term Tenderloin Community Action Plan  
  • Maintain positive working relationships with City agencies, community organizations, neighborhood stakeholder groups, residents, businesses, and other community representatives  
  • Conduct or facilitate effective public presentations regarding ongoing progress and outcomes of the initiative  
  • Coordinate with ongoing community safe passage investments and initiatives such as Yellow Brick Road, block leader programs, and school crossing guards  
  • Participate in strategy decisions regarding deployment of ongoing community ambassador programs in the Tenderloin  
  • Other duties as assigned  

Successful candidate will have:

  • Ability to work in the field, including standing or walking throughout the neighborhood 
  • Understanding of local laws, ordinances, and processes for policy and procedure development   
  • Knowledge of principles, practices, purposes, scopes and techniques of various phases of urban planning, zoning, transportation, environmental review, urban design and/or urban economics  
  • Ability to succinctly and completely provide project updates in the form of written or oral reports to leadership  
  • Ability to capture and synthesize data using technology and data dashboard programs  

How to qualify

Minimum Qualifications

  1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A; OR
     
  2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
     
  3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
     
  4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

Desirable Qualifications:

Temporary Exempt Full Time – Up to 36 months. This position is exempt from Civil Service rules pursuant to San Francisco Charter Section 10.104 and serves at the discretion of the Appointing Officer.
