What We Do

San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing seeks to be a national leader in the movement to end homelessness by developing a coordinated, client-focused system of services, piloting innovative models, and implementing proven solutions with measurable results. Major programs include: street outreach and service connection through the Homeless Outreach Team; 1,500-bed shelter system for adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-threshold entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Homeward Bound program which has helped 10,000 individuals return to stable housing in their city of origin; and robust supportive housing programs of nearly 7,400 units which provide permanent housing and services to formerly homeless individuals and families.

Role description

What You’ll Be Doing

This Housing Program Analyst position will be a part of the Supportive Housing Programs (SHP) team at HSH. The SHP team manages a portfolio of over 10,000 permanent supportive housing units in close partnership with non-profit service and property management providers. Under general supervision, the Housing Program Analyst assists the program managers and work of the team by supporting implementation of policies, procedures and quality assurance (QA) systems across the various supportive housing programs. In addition, this role attends and coordinates meetings with staff, providers, and/or other stakeholders to assure smooth operations of the various housing and related programs; prepares analysis of data related to the implementation, program performance and monitoring activities, and on-going operations of supportive housing programs and other activities related to the portfolio of the Supportive Housing Programs (SHP) section. Also, the analyst will liaison with other HSH teams to coordinate workflows and optimize systems. The analyst exercises sound judgment, works independently and takes initiative to implement the strategic goals of HSH.

 Examples of Essential Duties and Responsibilities:

  • Gathers, analyzes, and presents data on population specific permanent supportive housing and related programs.
  •  Analyzes and organizes complex information to assist with streamlining best practices, policies, and procedures for the supportive housing team.
  • Acts as section point person/lead for:
    • Client grievance related issues and appeal hearings
    • Maintaining provider contact lists
    • Offline Vacancy Tracker access for providers
    •  Responses to Sunshine Requests
  • Assists with implementation of various SHP Team initiatives including:
    • Coordinated Entry
    • Online Navigation and Entry
    • SHP Team Equity Analysis
    • Information and data requests
  • Reviews invoices and reports in Contracts Administration, Reporting, and Billing Online (CARBON) system and update CARBON.
  • Assists with Mental Health Services Act (MHSA) contracts, collaborations, and reporting
  • Under supervision, researches, gathers, and analyzes existing grants and ongoing contracts
  • Provides ongoing technical assistance to contractors and staff.
  • Centralizes communication with contracted providers
  • Works effectively with a wide variety of collaborators in the government, private and non-profit sectors to support achievement of HSH’s Strategic Framework and promote the expansion of community-based housing.

 

How to qualify

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and one (1) year full-time equivalent experience performing professional-level analytical work, as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework as described in Note B; OR

3. Possession of a baccalaureate degree from an accredited college or university, and two (2) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major coursework as described in Note B and one (1) year full-time equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1822, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1820 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1822.

 

Desirable Qualifications:

·        Knowledge of supportive housing and homeless systems.

·        Familiarity with Homeless Management Information Systems (HMIS).

·        Knowledge of programs and funding streams for homeless services and housing.

·        Knowledge of the principles of housing first and coordinated entry.

·        Flexibility and ability to work independently.

·        Data analysis experience and skills.

·        Strong organizational and project management skills.

Appointment Type: Temporary Exempt, full-time in Category 17, limited to no more than two (2) years in duration. Category 17 employees are used to backfill a Permanent Civil Service (PCS) employee on a leave of absence.  This position is exempt from Civil Service and shall serve at the discretion of the Executive Director of HSH. At any point within this two-year period, this Category 17 position could end at the sole discretion of the Executive Director of HSH.
