Role description

APPOINTMENT TYPE: Permanent Exempt, Full Time appointment – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

Annual Salary: $116,116.00 - $148,252.00 annually

POSITION DESCRIPTION:

Under general administrative direction of the SFMTA Equal Employment Opportunity (EEO) Officer, the EEO Manager leads the EEO section and will be responsible for complex employment data analysis for the SFMTA EEO Program, including the preparation of labor market availability reporting, utilization analyses, adverse impact analyses of SFMTA employment practices, goal-setting and compliance monitoring to meet FTA EEO regulations.  Among other responsibilities, the EEO Manager is also responsible for monitoring and tracking hiring reviews, internal and external complaints of discrimination, EEO training activities and the preparation of quarterly reports for management staff.  This position requires supervision of staff, in addition to coordination with other departmental staff and interdepartmental partners to ensure accurate, timely and efficient EEO compliance. 

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

  • Performs a variety of activities related to the data gathering, monitoring, complex statistical analysis and general oversight of federal and local SFMTA-EEO requirements.
  • Prepares reports, manages complaint data process, provides data analyses and ensures compliance with federal, state laws and regulations and local policies.
  • Drafts policies and procedures for program implementation.
  • Works collaboratively with a range of external partners, including the City's Department of Human Resources, SFMTA's Human Resources, all Divisions, and internal staff.
  • Prepares reports and records related to EEO remedial measures.
  • Represents the SFMTA EEO Officer at meetings, including but not limited to those related to employment administration policies and procedures.
  • Makes recommendations to improve EEO Program operations and reporting to comply with federal and state regulations.
  • Develops methods of evaluating effectiveness.
  • Assists with department’s audit processes.
  • Supervises EEO unit staff.
  • Performs related duties and responsibilities as assigned.

How to qualify

 

MINIMUM QUALIFICATIONS:

  1. Possession of a baccalaureate degree from an accredited college or university; AND
  2.  Five (5) years’ experience in EEO or other non-discrimination program implementation.

Education Substitution:

Additional qualifying work experience may substitute for the required education on a year-for-year basis.  One-year will be considered equivalent to 30 semester units/forty-five (45) quarter units. 

 Applicants must meet the minimum qualifications by the final filing date unless otherwise noted. One-year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

DESIRABLE QUALIFICATIONS:

Experience in any of the following areas is desired but not required.  The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Two (2) years supervisory experience.
  • Experience working in a government setting interacting with the development, management, and tracking of EEO Programs.
  • Ability to communicate and provide information to non-EEO professionals. 
  • Excellent interpersonal, written and verbal communication skills.
  • Proactive and interested in continuous learning and development, with ability to multi-task and prioritize work.
  • Success at both working independently and as part of a team. 
  • Demonstrated ability to analyze data to assess compliance with federal programs.
  • Experience using Human Resources tracking systems such as Oracle PeopleSoft, Performance Management Systems or other similar systems. 
  • Proficiency in operating computers using Windows-based programs, including Word, Excel, and database software in a standard indoor office environment. 
  • Work experience with governmental regulatory compliance.
