Street Environmental Services keeps the City’s streets, sidewalks and other public spaces clean with mechanical and manual sweeping, graffiti abatement and power washing. The 24/7 operation runs specialized operations, including the Hot Spots teams that focus on encampment cleanups, CleanCorridorsSF, which provides a weekly deep cleaning to neighborhood commercial corridors, and proactive illegal dumping runs in the most impacted areas. The team also supports volunteer programs to advance San Francisco’s cleaning and greening initiatives.

Role description

Position Description:
Under direction, plans, prioritizes, assigns, oversees, inspects, and evaluates the work of laboring crews engaged in various types of construction and maintenance work, including sidewalk and street cleaning and sweeping. As a working supervisor, may be required to perform some of the duties assigned to staff. Special Projects include Homeless Encampment Bags and Tags, and Tenderloin Task Force.

Example of Job Duties:

  1. Supervises General Laborers by planning, assigning, monitoring, and evaluating work.
  2. Makes daily assignments of laborers and sweeping and cleaning crews and vehicle operators.
  3. Operates motor vehicles for the transportation of personnel and materials to job sites.
  4. Supervises and/or participates in sidewalk and street cleaning, sweeping, and pressure washing.
  5. Supervises and/or participates in installing security chain-link fence.
  6. Assures that all tools, equipment, and supplies necessary to specific jobs are available to work crews.
  7. Prepares written reports and records including accident/injury reports, daily work reports and other reports and
  8. correspondence; keeps attendance records; performs mathematical calculations to determine area, costs, hours, etc.
  9. Supervises and/or participates in removing graffiti from walls, buildings, etc.
  10. Supervises and/or participates in operating forklifts, boom and scissor lifts, pressure washers, steam cleaners, suction sweepers, and sidewalk sweepers.
  11. Supervises and/or participates in the loading and unloading of furniture, debris (from street and sidewalk cleaning), materials, and equipment on trucks.
  12. Supervises and/or participates in the removal and cleanup of debris resulting from construction, wrecking, or repair work around grounds, sidewalks, and building areas; including cleaning up illegal dumping sites and homeless encampments/illegal campers.
  13. Enforces practice of safe work procedures and use of safety equipment and PPE's (personal protective equipment); trains laborers in safety; enforces applicable codes, laws, and ordinances.
  14. Supervises and/or participates in the cleaning and flushing of catch basins.
  15. Supervises and/or participates in clearing vegetation for fire control.
  16. Supervises and/or participates in the operation of pneumatic and hand tools, including jackhammers, chipping guns, and tampers, used in construction or maintenance operations (may include using a hand level).
  17. Supervises and/or participates in excavations for water and sewer lines, electrical conduits, and concrete forms, and other similar excavations.
  18. Provides support for craft workers by supervising and/or participating in manual labor tasks such as lifting and carrying materials and supplies, mixing and breaking concrete, etc.
  19. Performs other related duties as required.

Nature of the work: Sustained physical effort, frequently under adverse weather conditions and/or disagreeable working conditions, such as working in streets or roads in heavy traffic, in cold and rain, being exposed to feces and urine, raw sewage, used syringes, toxic and hazardous materials, poison oak, poisonous snakes, and insects; confined space entry; may be required to use respirator and self-contained breathing apparatus; and possibly working weekend shifts, nights, and emergency overtime.

Shift: must be willing to work all shifts including nights, weekends and holidays. We are a 24-hour/7-days per week operation.

Duration of employment may be up to 18 months

How to qualify

Experience:
Four (4) years of work experience performing the duties of a general laborer in construction.

License and Certification:
Valid California driver license (must be maintained during employment).

Substitution:
Experience in City and County of San Francisco Class 7514 General Laborer may substitute for the required experience on a year for year basis.

Notes:
• A valid out-of-state driver’s license is acceptable during the application process. A valid California driver's license must be obtained prior to appointment and maintained throughout employment.
• One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
• Applicants must meet minimum qualification requirements by the final filing date unless otherwise noted.

Selection Procedures:
Applications will be screened for relevant qualifying experience. Additional screening mechanisms may be implemented in order to determine candidates’ qualifications. Only those applicants who most closely meet the needs of the Agency will be invited to participate in the selection process. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview.

Drug Testing Requirement:
Applicants for positions in this classification who are not currently employed by the City and County of San Francisco in a safety-sensitive position represented by the Laborers, Local 261, are required to pass pre-employment drug and alcohol testing. All employees in this classification may also be subject to drug and alcohol testing upon reasonable suspicion or after a work related accident. Applicants with a positive result from a pre-employment drug test will be restricted from hire in safety-sensitive positions for six months after the date of the positive test.

Medical Examination:
Prior to appointment, candidates must successfully pass a medical examination to determine their ability to perform the essential functions and/or meet physical requirements.
