About:

The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

The Port of San Francisco has many internationally recognized landmarks such as Fisherman’s Wharf, Pier 39, the Exploratorium, the Ferry Building and Oracle Park, home of the San Francisco Giants baseball team. With its unique and historic properties, the Port is home to a variety of tenants and uses. The Port Commission over the last five decades has led a remarkable transformation of the Port; maintaining its industrial maritime heritage while developing new uses, including commercial and public activities, that have helped San Francisco remain one of the most visited and popular cities on the globe.

Engineering Division

The Engineering Division provides project and construction management, engineering design, facility inspection, contracting, code compliance review and permitting services for all the Port’s facilities, including piers, structures, buildings, cranes, utilities, public and private areas, development projects, streets and walkways. The Engineering Division assists and coordinates with other City departments to assure an appropriate transition between the City and Port jurisdiction. 

The Port is working to address an approximately $100 million of Port project backlog by undertaking several complex marine-related and infrastructure projects, requiring additional staff support through all phases of project delivery. The Port’s Engineering Division is growing its project management capabilities to meet this need. The Project Manager I will execute projects in the Port’s backlog. Sample project include Aquatic Park Sewer Repair, Pier 45 Sheds B and D Repairs, and Pier 9 Maintenance and Upgrade.

Role description

Under administrative direction of the Senior Project Manager (PM 3) or the Chief Harbor Engineer, the Project Managers assigned to these marine-related and/or Port infrastructure projects will be responsible for overseeing approximately four to six capital improvement projects throughout the planning, design, permitting and construction phases with the goal of delivering all phases within their established schedules and budgets. 

The Project Manager’s duties include the following:

· Managing the work of multi-disciplinary technical staff across organizational boundaries.

· Preparing, monitoring, and controlling budgets, funding plans, and schedules.

· Overseeing and serving as the primary contact for all parties during the completion of conceptual design, detailed design, contract documentation, and construction.

· Preparing and coordinating Requests for Proposals and negotiating and monitoring consultant contracts. 

· Managing consultants and contractors. 

· Supporting construction for marine and non-marine related projects including negotiating change orders and monitoring progress.

· Making presentations to internal and external stakeholders, including the Port Commission.

· Preparing regular reports on project status, issues, and updates.

· Managing environmental review processes and/or obtaining permits.

· Providing project management support to senior staff on larger capital improvement projects.

· Performing other related duties as required.

How to qualify

Minimum Qualifications

·Possession of a Bachelor’s degree from an accredited college or university with major course work in engineering or architecture and four (4) years of responsible architectural, engineering or construction management experience; OR

·Possession of any bachelor’s degree and six (6) years of responsible experience in a field directly related to the project; OR 

·Eight (8) years of architectural, engineering, or construction management experience in a field directly related to the project; OR

·Valid California Registration as a Professional Engineer or Architect, plus four (4) years of project coordination experience; AND 

·Possession of a valid California driver’s license (to be presented at time of appointment).   Employees must be insurable under the Port’s automobile liability insurance. Insurability must be maintained throughout employment.

This ideal candidate will be an exceptional communicator (verbal and written) and represent the Port’s interests among all levels of government, regulatory agencies, citizens’ groups and professional associations. In addition, this candidate may possess the following:

· Clear thinking with the ability to manage and track the many details that entail project implementation while accurately articulating the “big picture” to management;

· Strong integrity, intellectual honesty and belief in the value of equity and diversity;

· Adaptable with stress management skills to handle the many unknowns that accompany construction projects in complex physical and regulatory environments;

· Experience working in partnership with internal and external stakeholders and promoting a collaborative environment including the ability to build consensus with stakeholders of varied interests;

· Strong time management and organizational skills;

· Experience to manage the work of numerous staff and consultants and facilitate technical review;

· Excellent communication skills (verbal and written) to communicate technical information to a wide variety of people;.

· Familiarity with CEQA and NEPA and an understanding of the unique regulatory environment of the San Francisco Bay shoreline as it applies to capital projects;

· Ability to collect, analyze, and interpret complex data; assess information in a variety of forms from multiple sources; and make recommendations based on that data and information;

· Experience managing multi-disciplinary engineering projects throughout design, alternatives analysis, creating and reviewing construction drawings, preparation of bid packages, construction support and inspection, and code interpretation;

· Project Management Professional (PMP) certification; and

· Familiarity with marine structures. 

TWIC Card
This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS). An application for a TWIC card may be submitted after employment has commenced. Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.

The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be basis for termination from employment with the Port Commission.

Salary range: $160,316 - $172,614 annually
