Role description
Project: Security and Emergency Planning Systems Assessment and Operation
Under general direction, the 1822 Administrative Analyst will support the Emergency Planning and Security (EPS) Division through a variety of tasks, including the operation and administration of Enterprise security systems, maintenance of video recording and access control equipment, incident reporting and response, alarm monitoring, and security system troubleshooting. This position develops and provides input on security policy and procedures, reviews proposed security plans and drawing sets, and acts as a liaison between the Emergency Planning and Security Division and various other SFPUC divisions.
The Administrative Analyst will also support emergency planning functions, including preparing, organizing and promoting emergency service operations and associated training design and delivery for the SFPUC. This position shall assist with evaluating comprehensive emergency response and mitigation plans; providing information on planning policies, contracts, budgets and procedures; developing emergency planning and preparedness policy for the department; liaising with representatives of CCSF departments, community groups, developers, business organizations and the general public; and responding to local disasters and emergencies.
This position will report to both the SFPUC Security and Asset Protection Manager and Emergency Planning Manager.
Essential Functions:
- Leads internal audit project of SFPUC security system, including access level consolidation, cardholder record cleanup, system configuration and mapping, badge analysis, troubleshooting and reporting.
- Supports the Security and Asset Protection Manager to follow up and respond to security incidents reported throughout the SFPUC.
- Supports the standardization project for security levels of service across the SFPUC and its facilities, including information and data gathering, verifying baseline security levels, analyzing industry best practice standards and providing recommendations for SFPUC assets.
- Assists with complex security system access and cardholder maintenance tasks, including investigation and follow up of identified anomalies within the system, badge designing and periodic alarm monitoring and access reports.
- Maintaining the agreement between the division and security system integrator(s), including scheduling vendor visits and coordinating with other SFPUC divisions, monitoring expenditures, and liaising with supplier to maintain accurate records.
- Performs analysis for development of administrative, management, program and organizational policies and procedures for emergency management and security: consults with managers, administrators and other staff to determine parameters for analysis and other background information.
- Prepares or assists in the preparation of a variety of reports and plans related to emergency and security operations, including compiling and evaluating information, writing final reports, and presenting findings to stakeholders.
- Supports the response to local disasters and emergencies, performing duties as assigned during an emergency in which the SFPUC is involved including working in the Department Operations Center or the Emergency Operations Center, if activated.
- May assist with the development and preparation of a variety of operational and contingency plans for different SFPUC jurisdictions in response to identified hazards.
- Develop SFPUC mass notification system, by creating templates for groups and contacts, assign standardize group assignments by job classifications, work with Emergency Planning Director to understand how system is used SFPUC wide.
- Ensure mass notification systems is current with appropriate contact information and develop procedures that will be applied throughout all divisions when collecting and analyzing data. Incorporate initial findings into second phase of project.
- Make necessary template modifications, to groups created and present modified templates to division leads and how they can be used during an emergency. Ensure division have a complete understanding of the I-info system. Modify I-Info mass notification system, when necessary and appropriate. Test and perform capabilities during an event, modify templates when necessary, ensure information is correct and it ties into the event.
- Leads efforts when communicating with stakeholders and vendors when troubleshooting system to ensure compliancy and accuracy.
- Support efforts to coordinate with the Northern California Regional Information Center (NCRIC) to submit key SFPUC assets into their database, resulting in these assets being formally identified as critical infrastructure. The coordination process with the fusion center needs to be better defined, but establishing key SFPUC assets as PCII will protect information release from public records requests, and other public facing areas. This is a key protection measure to ensure no security sensitive information on SFPUC assets is released in a way that would potentially compromise system integrity. Coordination with the City Attorney’s Office (CAO) will also be included in the scope of this project.
The 1822 Administrative Analyst will perform other related duties and responsibilities as assigned.
How to qualify
Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and one (1) year full-time equivalent experience performing professional-level analytical work, as described in Note A; OR
Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework as described in Note B; OR
Possession of a baccalaureate degree from an accredited college or university, and two (2) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
Possession of a baccalaureate degree from an accredited college or university with major coursework as described in Note B and one (1) year full-time equivalent experience performing professional-level analytical work as described in Note A;
Substitution:
Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1822, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1820 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1822.
