APPOINTMENT TYPE
Permanent Exempt, Full Time – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer. The duration of the appointment shall not exceed 36 months.
The San Francisco Municipal Transportation Agency (SFMTA) is a department of the City and County of San Francisco responsible for the management of all ground transportation in the City. The SFMTA has oversight over the Municipal Railway (Muni) public transit, as well as bicycling, paratransit, parking, traffic, walking, and taxis.

Role description
Under general direction of the Project Management and Controls group, the Project Manager I will be responsible for the successful execution of several projects related to the refurbishment of the historic and vintage fleet of rail vehicles. The project manager will work closely with the fleet engineering and rail maintenance groups to deliver these projects which may be delivered in house or may be outsourced.
Nature of work
Due to the regular schedule and demand of the job, incumbents may be required to work extended shifts, rotating shifts, evenings, holidays, and weekends.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
- Manages project teams to deliver projects that meet client expectations on project scope, schedule, and budget with minimum impact to Transit operations and the community
- Prepares and monitors budgets and funding plans, project schedules and expenditure schedules.
- Prepares and coordinates Requests for Proposals, manages and monitors consultant contracts, and develops contract documents; prepares contract changes
- Establishes effective program communication and coordination between engineering teams, contract administration, the City attorney, funding partners, oversight agencies and the executive team
- Plans, tracks, records, and reports on project and program progress; identifies, actions, and resolves roadblocks and challenges presented
- Acts as Division representative in contract and term negotiations with other agencies within the City and County of San Francisco
- Values diversity and leads cross divisional (Matrixed) collaboration and team work to drive results
- Performs other duties as required.
How to qualify
MINIMUM QUALIFICATIONS
- Bachelor's Degree in architecture, engineering, planning, or landscape architecture; plus four years of responsible architectural, engineering or construction management experience, OR
- A Bachelor's Degree in another field plus six years of responsible experience in a field directly related to the project, OR
- Eight years of architectural, engineering, or construction management experience in a field directly related to the project, OR
- California registration as professional engineer or architect
Substitution
- Post-graduate degree in architecture, engineering, and or planning as described in item 1 of the minimum qualifications may be substituted for the requirement of the Bachelor’s Degree
- Additional post-graduate degree in architecture, engineering, and or planning may be substituted for the required experience on a year-for-year basis (30 semester units/45 quarter units equal one (1) year of experience) in item 2 of the minimum qualifications
DESIRABLE QUALIFICATIONS
- Ability to plan, organize and direct the work of professional staff; analyze and solve problems; make judgment on all decisions; and deal effectively with government officials.
- Familiarity with the life cycle of fleet procurement projects
- Understanding of rail vehicles, subway and surface rail operations, and be familiar with FTA, City and CPUC regulations governing such projects
- Experience with project integration and coordination with other SFMTA units including Transit Operations and System Safety, City agencies and outside entities.
- Ability to complete work efficiently, on schedule and within budget.
- Experience delivering transit capital projects and in presenting complex operational and technical issues to non-expert audiences.
- Strong written and verbal communication skills, including giving presentations to internal and external audiences.
