Role description

The Airport Team is a collaborative and dynamic group of seven attorneys and one legal secretary.  The Team functions as in-house legal counsel to the Airport, which is an enterprise department of the City and County of San Francisco responsible for the management and operation of the Airport.  The Airport has an annual operating budget of over $1 billion and a workforce of over 1,600 employees.  The Team is located at the Airport. 

Deputy City Attorney Position and Responsibilities

Attorneys on the Airport Team provide advice and counsel on a myriad of matters related to Airport management and operation.  Attorneys advise on general governance under local, state, and federal laws governing Airport powers and duties.  Team deputies primarily specialize in commercial real estate (leases and permits), land use and environmental regulation, design and construction, public finance, contracts, and defense of government claims.  For the current opening, the Office seeks an attorney with expertise and experience in general governance; permits and enforcement; operations; and, transactional issues, including federal, state, and local public contracting for professional services, software and technology acquisition, and intergovernmental agreements. 

The ideal candidate would have experience in the range of work described above, and in one or more of the following areas:

·       Ground Transportation:  Legal issues related to ground transportation including buses, shuttles, taxis, limousines, and emerging mobility modes, including Transportation Network Companies (TNCs) and autonomous vehicles.

·       Data Privacy and Protection:  Federal, State, and local data privacy and protection laws and best practices.

·       Operations and Security:  Legal issues related to Federal and State law regarding airport operations and security.

·       Insurance and Risk Management:  Familiarity with legal issues related to insurance coverage, and defense of government claims, particularly personal injury claims.

·       Public Records and Meeting laws:  Background and experience with the application of the California Public Records Act, Brown Act, and San Francisco Sunshine Ordinance.

How to qualify

Minimum Qualifications

·       Licensed to practice law in California.

Desired Qualifications

·       Three or more years of legal experience, including experience in municipal or other government law, and contracting.

·       Excellent oral and written communication and advocacy skills.

·       Experience in aviation law preferred, but not required.

·       Ability to draft and review agreements, policy documents, and legislation.

·       Ability to exercise good judgment, multi-task, and meet deadlines.

·       Ability to work directly with the client in a collaborative environment while maintaining appropriate professional objectivity.

·       Ability to assume responsibility quickly and work independently and efficiently.

·       Ability to manage and appropriately balance an active workload and adjust to occasional workload increases.

·       Desire to handle matters and grow in expertise beyond traditional practice areas.

·       Strong interpersonal skills and a positive attitude.

·       Commitment to valuing diversity and contributing to an inclusive working and learning environment.

·       Desire and ability to work successfully as part of a team.

The Deputy City Attorney position has a 16-step salary scale ranging from $138,710 - $242,996.
