The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

Role description

The San Francisco Department of Public Health (DPH) utilizes the Epic Electronic Health Record.  Under the direction of the Epic Inpatient Applications Manager, the Epic Inpatient Orders Technical Lead supports all of the various parts of the systems development cycle, including systems analysis, design and build. The Technical Lead effectively collaborates with application analysts assigned to the Inpatient Orders team, understands Epic's Inpatient Orders application and integration with lab/dietary/other ancillary systems and is a proficient builder. The Technical Lead will guide DPH to best leverage the Epic Inpatient Orders system through metric-based measures. The Technical lead will balance a commitment to support in addition to implementing new projects in accordance with the DPH Epic plan. 

The Epic Application Teams are responsible for designing, implementing, testing, and supporting the clinical and financial aspects of the San Francisco Department of Public Health Electronic Health Record. This includes integration and interoperability with other third party clinical and financial systems and devices. The Epic Inpatient Orders Technical lead is a key role in the Epic Applications Team, which is responsible for overseeing the stability of the design and configurations of the application, supporting the information systems of the San Francisco Department of Public Health Electronic Health Record. This includes integration and interoperability with lab, dietary, and other ancillary systems. The ideal candidate will have an understanding of the use of Electronic Health Records in the hospital, long term care, and outpatient care settings. The ideal candidate(s) must have working knowledge in the following: 

  • Knowledge of hospital and long-term care ordering workflows, behavioral health care, and patient experiences in a healthcare organization. 

  • Understanding of a wide array of integration points including but not limited to utilizing standards such as HL7, C-CDA, & FHIR APIs. 

  • Knowledge of provider documentation workflows including charging. 

  • Knowledge of nursing order management workflows. 

  • Information Technology change control policies & procedures. 

  • Knowledge of flow diagramming applications (e.g., Visio) 

  • Knowledge of collaboration platforms (e.g., Microsoft Teams, SharePoint). 

Job Responsibilities: 

  • Provide ongoing technical guidance, ensuring the accuracy and stability of application configurations and builds by other IS Business Analysts, or serve as the top authority for one or more related application modules/systems.

  • Lead the design, build, implementation, and optimization of the Epic enterprise Electronic Health Record (EHR) for the San Francisco Department of Public Health.

  • Gather input from departments, clinicians, vendors, and customers on system development, implementation, and best practices.

  • Translate functional requirements into application configurations as part of a multi-disciplinary team.

  • Communicate clearly, both orally and in writing, with diverse stakeholders, maintaining positive relationships with department personnel, vendors, peers, and management.

  • Maintain system configurations and build parameters for application modules.

  • Apply logic and analysis to resolve system and module-related issues.

  • Exercise sound judgment, creativity, and decisiveness in a dynamic environment.

  • Prepare test plans, documentation, and training materials; collaborate with vendors on technical specifications and scopes of work.

  • Prioritize competing service requests and manage critical timelines effectively.

  • Oversee application module optimization and implementation.

  • Manage communication between application modules and document all work following change control procedures.

  • Maintain and update Epic build trackers, including Service Now, Orion, Sherlock, Nova, and other project plans.

  • Perform other duties as assigned.

How to qualify

CERTIFICATIONS:

  • Certification in EpicCare Procedure Orders

EXPERIENCE:

  • Seven (7) years of professional experience in
    • System administration OR
    • Information systems development, Maintenance and support OR
    • IT project management.
  • Of this, five (5) years must specifically involve Epic Orders, Epic implementation, and supporting Epic applications.

EDUCATION:

  • Associate's degree (or higher) from an accredited college or university

Substitution:

  • Additional qualifying experience may substitute for the required education on a year-for-year basis (up to a maximum of two (2) years)One (1) year of experience is considered equivalent to 30 semester units or 45 quarter units

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

Desired Qualifications: 

  • Experience with the full lifecycle of Epic implementation and/or Epic upgrades.

  • Epic Certification or Proficiency in both EpicCare Procedure Orders AND EpicCare Order Transmittal.

  • Strong knowledge of Lean fundamentals, including A3 thinking, Value Stream Mapping, and Kaizen events.

  • Background and understanding of clinical roles, workflows, and charging processes.

  • Solid understanding of third-party integrations with Epic, specifically related to orders and results.

  • Proficiency in MS Office applications (Word, Excel, PowerPoint).

  • Familiarity with flow diagramming tools and collaboration platforms, such as SharePoint.
