The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.
Role description
The 9976 Clinical Applications Delivery of Care Technology Expert reports to the Clinical Applications, EADI and Population Health Manager within the DPH-IT Division of DPH. This position functions as the top technical expert and is the SME responsible for information technology projects that require designing, implementing, testing, and supporting the DPH’s highly complex niche applications. The incumbent will have working knowledge and first-hand experience with Provation MD, and will serve a key role in transition of applications into the Epic EHR. The ideal candidate is a detail-oriented, self-motivated professional with expertise in application implementation projects, data retention projects, and project documentation for continuing support.
Essential Duties include, but are not limited to:
- Data retention
- Coordinates with larger project teams on data that must be preserved due to regulatory or clinical needs; coordinates communication with vendor and project team; receives, reviews, analyzes, and returns extracted data; assists with data preservation into agreed upon repository (OnBase, Harmony, etc.), serving as SME of originating data systems; participates in testing; creates project documentation.
- Project implementation
- Acts in SME role for new/on-boarding projects.
- Participates in project team, provides technical guidance and insight, surface and ensure adherence to DPH-IT policies and procedures with regard to change management, stakeholder communication and documentation.
- Provides clear and timely communications on project status, issues and risk to stakeholders and leadership
- Supporting the design, build, implementation, and optimization of the Epic enterprise EHR for DPH
- Serves as clinical application lead in the transition of applications into Epic, specifically the Beaker and Lumens projects.
Performs other functions outlined in the 9976 Technology Expert classification, and may perform other duties as assigned/required.
How to qualify
MINIMUM QUALIFICATIONS
EXPERIENCE: Seven (7) years of experience in Health Information Systems Maintenance and Support, including
- 2 years of experience in Data Retention projects utilizing Harmony or OnBase AND
- 3 years of experience supporting Provation MD GI application
EDUCATION*: An associate degree or above in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
*SUBSTITUTION: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).
DESIRABLE QUALIFICATIONS
- Experience as an SME with any of the following:
- Provation MD – GI AND Pulmonary
- Solventum (3M) M-Modal Fluency Direct; Fluency for Transcription Manager, Fluency Voice Manager, and Fluency Editor
- Philips Guardian
- 3M 360Encompass
- Epic Electronic Health Record experience
- ServiceNow experience to include ownership of Configuration Management Database (CMBD) entry creation/maintenance; Change management; Knowledge Base article creation/maintenance; management of incidents, tasks, requests, etc.
- Proficiency with Microsoft Suite (e.g. Word, Excel, Teams, PowerPoint)

IDEAL WORKING KNOWLEDGE
- Knowledge of healthcare/clinical workflows
- Expert knowledge of enterprise EHRs (e.g. Epic) and how third-party applications integrate with them
- Information Technology change control policies & procedures
- Collaboration platforms, e.g., Microsoft Teams & SharePoint
