The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network (SFHN), Population Health, Behavioral Health Services, and Administration, The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers, The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response, Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services. 

The San Francisco Department of Public Health (DPH) is accepting applications for a full-time position in class 2785 Assistant General Services Manager. 
 
The eligible list resulting from this recruitment may be used to fill future vacancies in this class at other locations within DPH for the duration of the eligible list. 

Role description

Under direction, the Assistant General Services Manager assists in the supervision of the Environmental Services Department (EVS) of the Department of Public Health; and plans, organizes and directs the work of subordinate staff, The essential functions include, but are not limited to the following: 

  • Directs and coordinates the activities of personnel assigned to a section of a large institution, with respect to services such as housekeeping janitorial, laundry, storage, inventory, messenger, patient property and related activities 
  • Inspects premises with respect to cleanliness, orderliness, safety regulations or other pertinent conditions in order to determine the effectiveness of linen, laundry, janitorial/EVS, and messenger services 
  • Conduct studies and makes recommendations regarding linen, laundry, janitorial/EVS, and messenger services methods and procedures, and staffing assignments 
  • Directs the preparation of subordinate work schedules to provide the most efficient coverage 
  • Plans and coordinates in-service training programs for both new and experienced employees through workshops or demonstrations on the use of equipment, and new and improved general service methods or procedures 
  • Directs and may participate in the training of new employees 
  • Conduct evaluation interviews and makes recommendations 
  • Consults with institution supervisory personnel on matters related to support services and maintains close liaison 
  • Assist in preparing annual budget estimates for linen, laundry, janitorial/EVS, and messenger services 
  • Directs the moving assembling, and storage of a variety of items of supplies, furniture and/or equipment 
  • Directs the preparation and maintenance of a wide variety of personnel and operating records and reports for institution, local, state and federal regulatory agencies 
  • Makes appropriate recommendations on disciplinary action and enforces disciplinary action among subordinates; Provides counseling when necessary in regard to disputes on assignments 
  • Provides direction for the linen, laundry, janitorial/EVS, and messenger services Department and may act for the manager in their absence  
  • Directs, reviews, and approves the preparation of requisitions for supplies and equipment 
  • Performs other related duties as assigned/required 

How to qualify

MINIMUM QUALIFICATIONS

  • Two (2) years of experience supervising general services in an institutional/hospitality setting (such as environmental services, housekeeping, messenger, laundry/linen or mailroom).

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted,  

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). 

DESIRABLE QUALIFICATIONS 
These desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring: 

  • Housekeeper, Porter, Janitor, or Custodian work experience in clinics, acute hospitals, skilled nursing facilities, etc.

Selection Procedures

Assessment Component
Candidates that meet the minimum qualifications will be invited to participate in an exam that is designed to measure the knowledge, skills, and abilities in job-related areas.

Supplemental Questionnaire Exam (Weight: 100%)
A link to the Supplemental Questionnaire (SQ) Exam will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses.

Candidates must achieve a passing score on the exam in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score.

Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Certification
The certification rule for the eligible list resulting from this examination will be the Rule of the List.

The duration of the eligible list resulting from this examination process will be 12 months and may be extended with the approval of the Human Resources Director.
