Appointment Type: This is a Temporary Provisional (TPV) position excluded by the Charter from the competitive Civil Service examination process. It is considered "at will" and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process at a later date. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment.

What We Do

San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results.

HSH’s Homelessness Response System (HRS) funds, oversees and implements a system of care that shelters, houses, and serves approximately 15,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,600+ bed shelter system for transitional age youth, adults and families including shelters for members of the LGBTQ community; Rapid Rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with over 14,500 units which provide housing and services to formerly homeless transitional age youth, individuals, and families.

Role description

What You’ll Be Doing

The Rapid Rehousing Program Manager supports the planning, implementation, oversight, and continuous improvement of Rapid Rehousing programs funded by HSH. Rapid Rehousing provides time-limited rental assistance and supportive services to help people experiencing homelessness obtain housing in the private rental market and transition toward long-term housing stability, including nonprofit provider agreements, program budgets, utilization, housing placements, participant outcomes, and program performance.

HSH has a longstanding portfolio of Rapid Rehousing programs, and the City continues to invest in and expand these programs as part of its Breaking the Cycle strategy. The Program Manager will play a central role in implementing this investment and the next phase of HSH's RRH portfolio, including implementation of newly procured programs and provider agreements, provider and program transitions, and efforts to strengthen and standardize program operations. The position will help ensure that new and existing investments translate into timely referrals and housing placements, strong program utilization, effective provider performance, and successful participant outcomes.

The Program Manager works across HSH and with nonprofit providers, Coordinated Entry, housing partners, other City departments, and governmental and community partners to translate HSH's housing strategies into effective program operations. The position uses program, fiscal, and performance data to identify challenges, develop solutions, and recommend changes to program design, policy, funding, and operations. The Rapid Rehousing Program Manager reports to the Scattered Site Housing Programs Supervisor and is part of HSH's Housing Division.

Essential Duties and Responsibilities:

  • Manages assigned Rapid Rehousing (RRH) programs and provider grant agreements.
  • Implements new and reprocured RRH programs, provider transitions, and other program changes.
  • Develops and manages scopes of work, program deliverables, outcome objectives, and grant modifications.
  • Monitors program budgets and expenditures and supports budget development, projections, revisions, and modifications.
  • Monitors referrals, enrollment, utilization, housing placements, exits, and housing retention outcomes.
  • Works with providers to identify and address program performance concerns and improve outcomes.
  • Ensures providers deliver housing stabilization and retention services to support participants following housing placement and through successful program exit.
  • Analyzes program, fiscal, and ONE System/HMIS data to identify trends, barriers, and opportunities for program improvement.
  • Monitors provider data quality and works with providers and HSH staff to resolve reporting issues.
  • Develops and updates RRH policies, procedures, program standards, and operational guidance in coordination with HSH leadership.
  • Conducts annual program monitoring and follows up on findings and corrective actions.
  • Coordinates with Coordinated Entry and providers to support timely referrals and maximize program utilization.
  • Identifies and works to resolve barriers to housing search, lease-up, stabilization, and successful program exits.
  • Establishes and maintains effective relationships with nonprofit providers, housing partners, City departments, and other community and governmental partners.
  • Facilitates provider and cross-functional meetings to support coordination and resolve operational challenges.
  • Prepares program updates, analyses, forecasts, and recommendations for HSH leadership.
  • Supervises, trains, and supports assigned professional staff.
  • Participates in procurement, program improvement, budget development, and other Housing Division initiatives.
  • Performs additional related duties as needed.

How to qualify

Minimum Qualifications

Education: A baccalaureate degree from an accredited college or university.

Experience: Three (3) years of professional experience in a general administrative capacity of which two (2) years (4000 hours) are in the field of human services. This experience includes responsibility for functions such as budget administration, contract administration, program planning and policy development, or statistical research.

Substitution for Education: Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year).

Substitution for Experience: Possession of a Master's degree in social work, business administration, public administration or related field may substitute for one (1) year of the required experience as described above for all specialties.

Desirable Qualification(s):

  • Experience managing housing, homelessness, human services, or other complex publicly funded programs.
  • Experience with contract or grant administration and program monitoring.
  • Experience using Excel, data systems, dashboards, and reporting tools to independently access, analyze, and interpret program and performance data.
  • Strong organizational and project management skills, including the ability to manage multiple priorities and deadlines.
  • Strong written and oral communication, facilitation, and relationship-management skills.
  • Experience developing and implementing program policies and procedures.
  • Proficiency with Microsoft Office applications, including Outlook, Word, Excel, and PowerPoint

The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the oral/performance interview.
