This is a Permanent Exempt appointment not to exceed three (3) years. However, appointees would have an opportunity to reapply for an additional term. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents are considered “at will” and serve at the discretion of the Appointing Officer.  This is a full time, 40 hours per week appointment.  There are currently three (3) positions available for this classification at the Department of Emergency Management.

The San Francisco Department of Emergency Management (DEM) manages disaster preparation, mitigation, and response; 9-1-1 dispatch, and homeland security grant distribution for the City and County of San Francisco. DEM was created in 2006 by local legislation that reorganized the Emergency Communications Department and the Office of Emergency Services into a single agency. These three positions are located within the Division of Emergency Services, which prepares for and responds to “not so everyday” emergencies in San Francisco.  Primary functions of the Division include managing San Francisco’s Emergency Operations Center, monitoring citywide situational awareness, performing hazard and threat analysis, developing and overseeing the City’s emergency plans and training program, engaging and developing community partners in disaster resilience, and coordinating citywide logistics.

Role description

POSITION DESCRIPTION

Under direction, the Emergency Services Coordinator III performs and coordinates difficult and responsible disaster and emergency planning work in the areas of homeland security and emergency services citywide. Emergency Services Coordinator IIIs coordinate complex projects and may supervise the work of emergency services staff assigned to work on a specific project.

The Department of Emergency Management currently has three (3) positions in the classification of 8603 Emergency Services Coordinator III. All positions are full-time Permanent Exempt positions, and each of the positions serve a different and specific function for the Division. All positions will be part of the Division’s Duty Officer program, which includes periodic on-call assignments during nights and weekends.

Essential functions of each position are listed below.

ESSENTIAL FUNCTIONS AND DUTIES

Position 1)      Division Coordinator

Under the direction of the Deputy Director, the Division Coordinator performs complex analysis, planning, and reporting functions that ensure accountability and quality of division work products.  This position is lead administrative and analytical support for the Deputy Director, and requires expert attention to detail and flexibility.

·  Performs difficult and responsible analysis for priority initiatives, including making recommendations for resource allocations and procedure adjustments

·  Performs quality assurance and control measures for Division work products, including alignment with citywide priorities and regulatory compliance

·  Plans, coordinates, and develops emergency services operations and response priorities

·  Coordinates and supports special projects assigned to the Deputy Director or other Division management staff

·  Tracks internal Division action items across all teams and ensures projects are completed on time

·  Tracks action items associated with external facing high priority projects and programs; provides support to management staff to follow up with internal and external staff to ensure completion

·  Develops draft letters, presentations, reports, plans, policies, and procedures for the Division for review and issuance by the Deputy Director

·  Researches and analyzes best practices in the field of disaster and emergency planning; assesses and analyzes opportunities for improvement, makes recommendations for the implementation of improvements

·  Participates in community development and engagement events to promote emergency preparedness and response best practices

·  Coordinates the Division’s strategy for equity and inclusion, including advancing career pathways to emergency management and

·  Interfaces across all Division teams to ensure continuity of operations and coordination between projects; acts as liaison between teams and sets standards for execution of projects

·  Ensures Deputy Director is apprised of and involved with all initiatives and projects within the Division

·  Performs other duties as assigned

 

Position 2)      Emergency Planning Coordinator

Under the direction of the Emergency Services Coordinator IV Planning lead, the Emergency Planning Coordinator manages complex writing and research projects and develops difficult disaster and emergency planning work. The Emergency Planning Coordinator may supervise the work of emergency services staff assigned to work on specific projects.

·  Develops and coordinates the creation and implementation of emergency and disaster plans, policies, and procedures in cooperation with individual departments and subject matter experts.

·  Provides disaster and emergency planning, consultation, and advice to representatives of government, public safety agencies, community groups, business organizations and the public.

·  Develops and organizes Core Planning Teams and Planning Workgroups that include Whole Community and Stakeholders to engage experts in the development of new plans and updates to existing plans.

·  Assures that critical base plans and supporting Emergency Support Function Plans are maintained with frequent revisions and meet State and Federal requirements.

·  Assists in the development and implementation of emergency and disaster exercises to test and validate emergency plans for individual City departments by reviewing and evaluating plans, policies and procedures developed by departments and providing consultation and guidance for necessary changes or improvements.

·  Researches and analyzes best practices in the field of disaster and emergency planning; assesses and analyzes opportunities for improvement, makes recommendations for the implementation of improvements.

·  Assists in developing and implements citywide disaster and emergency planning policies and procedures.

·  Prepares important technical records, plans, and reports to document processes and provide information to management.

·  Responds to local disasters and emergencies, performing duties as assigned during an emergency in which the Department of Emergency Management is involved, including working in the Emergency Operations Center during activations.

·  Performs related duties and responsibilities as assigned.

 Position 3)      Logistics Coordinator

Under the direction of the Emergency Logistics Manager, the Logistics Coordinator performs and coordinates day-to-day and emergency logistics functions; implements operational strategies, policies, and procedures; supports and implements the citywide emergency logistics plans; plans for and coordinates departmental and some City resources for emergency response and recovery; and serves in the Logistics Section during emergency operations center activations.

·  Conducts day-to-day citywide logistical functions, including the inventory of supplies for extreme weather respite centers, requests for emergency staff for special projects or EOC activations, and satellite locations associated with DES initiatives and their contents

·  Serves in the Logistics Section during Emergency Operations Center activations, including coordinating space, property, staff, technology, procurement of equipment, and mutual aid requests

·  Assists with the development and implementation of the Emergency Support Function #7 plan as an annex to the City’s Emergency Response Plan, which includes planning for volunteers and personnel, donations, facilities, fuel, and other critical resources

·  Tracks, monitors, augments, and updates inventory tracking systems, including moving supplies from one location to another, conducting inventory counts, and receiving and distributing items for use during emergency planning, response, and recovery

·  Supports community engagement and other emergency preparedness events hosted by the Division

·  Coordinates with vendors, other City departments, and neighboring counties to support emergency logistics functions

·  Supports other divisions within the department as necessary with logistical functions

·  Performs other duties as assigned

How to qualify

MINIMUM QUALIFICATIONS

These minimum qualifications establish the education, training, experience, special skills, and/or license(s) which are required for employment in the classification:

1a. Possession of a baccalaureate degree from an accredited college or university AND four (4) years of experience in emergency/disaster planning and management or a closely related field; OR

1b. Possession of a baccalaureate degree from an accredited college or university in Business, Public Administration, Emergency Management or a closely related field AND two (2) years of experience in emergency/disaster planning and management or a closely related field; OR

1c. Possession of a master’s degree from an accredited college or university in Business, Public Administration, Emergency Management or a closely related field AND one (1) year of experience in emergency/disaster planning and management or a closely related field AND

2. Completion of United States Department of Homeland Security, FEMA, Emergency Management Institute Courses: IS 100.b or ICS 100, IS 200.b or ICS 200, and IS 700/800. AND

3. Possession and maintenance of a valid driver’s license (a valid California driver's license is required at the time of appointment).

Substitution:
Additional experience in emergency/disaster planning and management as described above may substitute for the required degree on a year-for-year basis. Thirty (30) semester units or forty-five (45) quarter units equal one (1) year.

Note: One year of experience is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

DESIRABLE QUALIFICATIONS
 1.  Experience writing, revising, or implementing emergency plans, trainings and exercises

2.   Local, state or federal emergency response experience in an Incident Command Post, Department Operations Center or Emergency Operations Center

3.   Familiarity with fundamentals of the Homeland Security Exercise and Evaluation Program and Comprehensive Preparedness Guide

4.   ICS 300, 400, G611L, SEMS, NIMS Certifications

5.   Ability to multi-task and meet deadlines

6.   Strong writing and grammar skills with close attention to detail

7.   Excellent oral communication skills

SUPPLEMENTAL INFORMATION

·   This position will be required to carry a work-issued cell phone.

·   This position is required to serve as a 24/7 on-call Duty Officer on a rotational basis; this position will require flexibility to perform various assignments both scheduled and unscheduled such as responding to an Emergency Operation Center, supporting special events and leading community outreach and may include working weekends, evenings, shifts, and holidays, as necessary.

·   This position will be required to obtain a Type III level Credential in at least two Incident Command System positions within two years of employment. Training time toward this achievement will be allowed as a portion of the workday.

SELECTION PROCEDURE:
