Role description

As the Commercial Zero Waste Senior Coordinator, you will be responsible for leading the development, implementation and increased compliance of policies and programs that support zero waste in the commercial sector and help the city achieve its targets of reducing generation by 15% and disposal by 50% by 2030. You will also be responsible for ensuring compliance with commercial sector relevant state policies, such as SB 1383.  You will lead implementation of the 2021 Climate Action Plan’s strategies for Responsible Production and Consumption strategies relevant to the commercial sector. You will support zero waste program strategic planning and coordination across audience sectors.

You will work under the supervision of the Zero Waste Program manager. You will supervise a team that includes a Commercial Zero Waste Coordinator and Assistant Coordinators as well as fellows and interns as needed. You will have day-to-day decision-making responsibilities for the commercial team and projects and will manage contracts, grants and negotiate scopes. You will collaborate with stakeholders including with service providers, associations and others to reduce discards and increase recovery in the commercial sector.

What You’ll Do - The duties specified below are representative of the range of duties assigned to this position and are not intended to be an inclusive list.

  • Responsible for all commercial sector waste reduction, recycling, composting and other zero waste programs and policy implementation.
  • Hire and train as needed and supervise 1-3 direct reports and oversee a team of 3+ others commercial sector staff.
  • Develop and manage strategies, campaigns and projects to reduce discards and increase recovery in the commercial sector.
  • Monitor and support optimal utilization of collection programs, processing facilities and product markets, including evaluating technologies to meet zero waste objectives.
  • Collaborate with service providers, associations, and others to promote zero waste and compliance with applicable ordinances.
  • Monitor state and local legislation and regulations, and recommend, develop and help pass policies including advancing producer responsibility.
  • Represent city at public forums, including local, state and international levels.
  • Prepare and manage budgets.
  • Research and select consultants, negotiate, finalize and manage contracts.
  • Perform other duties as assigned.

How to qualify

Minimum Qualifications

Education - Possession of a baccalaureate degree in environmental sciences, public administration, business administration, accounting, biology, or a field related to zero waste (including but not limited to environmental studies, economics, or geography) from an accredited college or university; AND

Experience - Four (4) years of professional experience in performing duties similar to those described in this class, within the specialty area of zero waste

Selection Procedures - After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying) - After submitting your application and receiving the confirmation email, you will receive an email with a link to the Minimum Qualification Supplemental Questionnaire (MQSQ). Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications

Supplemental Questionnaire Evaluation (Weight: 100%) - Candidates who respond to the MQSQ and advance beyond the minimum qualifications review will be prompted to complete a Supplemental Questionnaire. All candidates must complete the Supplemental Questionnaire and it must be submitted before the provided deadline. The information provided on the Supplemental Questionnaire must be consistent with the information on the application and is subject to verification. Once submitted, applicant responses on the Supplemental Questionnaire cannot be changed

The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas as described within this announcement. This includes knowledge of: Zero waste principles and application; local, state and federal solid waste legislation; commercial sector material generation and recovery including equipment and technologies; reuse, recycling and composting markets; and businesses sector, local, state and federal operations and institutions. And the ability to: Communicate effectively in writing and orally, including making presentations; design, plan and manage projects including identifying objectives, setting priorities, and developing workflow strategy; work with public agencies, collaborate with and motivate commercial sector businesses and institutions; conduct research and analysis; utilize a computer, including word processing and spreadsheets; supervise, manage, motivate, mentor, and evaluate staff/direct reports.

After the eligible list is finalized/adopted, the department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.). Applicants meeting the Minimum Qualifications are not guaranteed advancement through all steps of the selection process.

Certification - The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director.
