The San Francisco Department of Public Health (DPH) is accepting applications for a full time position in class 1944 Materials Coordinator located at Laguna Honda Hospital (LHH). The 1944 Materials Coordinator will organize, coordinate and analyze needs related to the planning, acquisition and distribution of materials and equipment in the San Francisco Department of Public Health.
This role will also oversee Post Acute Biomedical Engineering services and will serve as the leader for the San Francisco Health Network (SFHN) Operations Division to develop Supply Chain planning and control systems. The position will also coordinate activities including inventory control and interdepartmental improvements with the DPH Contracts Department as necessary and will serve as the leader for SFHN Operations for Contracts Strategy, Policies, Planning, Development as they related to the SFHN Operations, which includes materials, equipment, and professional services.
Further, this role will be instrumental in partnering directly with the DPH Contracts Team by providing support, guidance, creation, and development support in contract development, standardization, scopes of work, budgets, monitoring and management, as well as partnering with City and County of San Francisco Departments (including but not limited to): the DPH Contract’s Office, and the City and County of San Francisco’s Office of Contract Administration, and City Attorney’s Office.
Role description
Under general direction, the Materials Coordinator performs the following essential duties, but are not limited to the following:
- Partners in the development of contract scopes of work, budgets, standardization, managing existing contracts and/or monitoring contracted services performance;
- Oversees the strategy, policy, planning, and development of financial planning and analysis of consumables, capital equipment, and professional services to inform policy decisions, optimize resources, efficiencies, and funding of the SFHN Operations, including planned obsolescence strategies;
- Provide technical support to SFHN Executive Leaders, SFHN Supply Chain leadership and staff in contracts development, monitoring and/or management;
- Partners with DPH Contracts to support the development of solicitations that will provide the best quality, cost, and service for the Department of Public Health;
- Works closely with the City Attorney's General Office staff on complex negotiations, actions required to resolve protests, and the interpretation and implementation of legal aspects of contract development;
- Reviews, provides input, and evaluates the contract development process for SFHN Supply Chain directors and managers;
- Draft complex scope of work and makes recommendations to the SFHN Leadership across all sections and divisions;
- Collaborates with DPH’s Fiscal and Business Unit Teams and SFHN Supply Chain Staff;
- Collaborates and maintains professional relationships with suppliers and other city agencies or business organizations Identifies and escalates contracts related issues needing resolution to SFHN Leadership;
- Participates in budget development and tracks budget expenditures for SFHN Supply Chain;
- Monitors the work of and coaches’ direct reports to support career development and/or improve performance;
- Evaluates procedures and/or standard work, identifies and analyzes problems and issues and implements and documents new procedures for SFHN Supply Chain; and
- Assists in developing and implementing operational policies to ensure the efficient operation in Materials Management, Sterile Processing Department, Biomedical Services, and Purchasing.
The 1944 Materials Coordinator performs other related duties as assigned/required.
How to qualify
Education:
Possession of a Bachelor's degree from an accredited college or university with major course work in business or public administration, economics, industrial engineering or a related field; AND
Experience:
Five (5) years of verifiable experience planning, developing, implementing and administering materials management systems. Such experience must have included cost analysis, budget preparation, management of automated inventory control systems as well as a minimum of three (3) years supervising personnel engaged in inventory management, physical distribution or purchasing activities.
SUBSTITUTION: Additional experience as described above may be substituted for the required degree on a year-for-year basis.
One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supplemental Questionnaire Exam (Weight: 100%)
Candidates that meet the minimum qualifications will be emailed a Supplemental Questionnaire (SQ) exam that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: Planning/Coordinating; Interpersonal Relations; Ability to apply quantitative analysis techniques; Written Communication; Knowledge of office methods and procedures including computerized data systems; Knowledge of the Principles and Practices of Purchasing; Knowledge of the principles and practices of materials management; Ability to develop and evaluate methods, procedures and information systems; Management/Supervision; and/or Oral Communication.
A link to the SQ will be emailed to the address listed on the candidates online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses can not be changed once submitted. Candidates will be evaluated based on their SQ responses. Candidates must achieve a passing score on the SQ in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score.
A passing score must be achieved to be placed on the confidential eligible list. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
What else should I know?
Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of applicants on the eligible lists, shall not be made public unless required by law. However, an eligible list shall be made available to public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g. as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be twelve (12)
months and may be extended with the approval of the Human Resources Director.
