DEPARTMENT OF HUMAN RESOURCES

JOB CODE TITLE: MATERIALS COORDINATOR JOB CODE: 1944

Business Unit: COMMN

DEFINITION:

Under general direction, organizes, coordinates and analyzes needs related to the planning, acquisition and distribution of materials and equipment in a large department; develops materials planning and control systems; coordinates materials management activities including inventory control and interdepartmental improvements with the Purchasing Department as necessary; and performs related duties as required.

DISTINGUISHING FEATURES:

This class, 1944, is used in the Purchasing Department or in a large city department and is distinguished from the 1958 Supervising Purchaser by its responsibility for developing, planning and monitoring materials management systems and operations, including automated inventory and cost control systems.

SUPERVISION EXERCISED:

The Materials Coordinator supervises subordinate staff.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

According to Civil Service Commission Rule 9, the duties specified below are representative of the range of duties assigned to 1944 Materials Coordinator.

1. Manages the development and monitoring of materials management systems, methods and procedures; coordinates the development and implementation of automated cost, inventory control and physical distribution systems.

2. Prepares, administers, monitors and ensures compliance with the budget for materials management inventory and department operations; writes reports, contract documents and memoranda; makes presentations regarding policies and procedures as necessary.

3. Plans, coordinates, monitors and supervises physical inventories; evaluates results and reconciles it with automated record systems; accomplishes inventory economies and identify excess for disposal.

4. Plans, organizes and directs activities of subordinate staff to ensure appropriate planning, auditing, timely delivery and control of materials; assesses organizational development needs of department managers and personnel and provides training as required.

5. When assigned to user departments, develops methods for and coordinates materials procurement activities with the Purchasing Department including the development and technical specifications and requirements; plans and coordinates information exchange between data systems of the Purchasing department and other city departments.

6. In the Department of Public Health, coordinates contracting and purchasing activities through Group Purchasing Organizations (GPO's).

7. In the Purchasing Department, supervises and manages purchasing activities delegated to user departments by the Purchasing Department.

8. Prepares, administers and ensures compliance with budget for materials management inventory and department operations; writes reports, contract documents, procedures and memoranda regarding materials, inventory and cost control issues.

JOB RELATED AND ESSENTIAL QUALIFICATIONS:

Knowledge of: the principles and practices of materials management and purchasing; office methods and procedures including computerized data systems.

Ability to: direct and supervise the activities of materials support personnel; plan, coordinate, develop and evaluate methods, procedures and information systems (i.e., accounting, auditing, parts, inventory), implement and monitor new systems and programs; and apply quantitative analysis techniques.

Skill in: oral and written communications.

EXPERIENCE AND TRAINING GUIDELINES:

1. Possession of a Bachelor's degree from an accredited college or university with major course work in business or public administration, economics, industrial engineering or a related field; AND

2. Five years of verifiable experience planning, developing, implementing and administering materials management systems. Such experience must have included cost analysis, budget preparation, management of automated inventory control systems as well as a minimum of three years supervising personnel engaged in inventory management, physical distribution or purchasing activities.

SUBSTITUTION:

Additional experience as described above may be substituted for the required degree on a year-for-year basis.

Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
