This is not a permanent appointment. This is a Temporary Provisional (TPV) position excluded by the Charter from the competitive Civil Service examination process. It is considered "at will" and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process at a later date. Sucessful participation in the Permanent Civil Service examination and selection through an opern competitive process is needed in order to be considered for the permanent appointment.
Role description
One (1) Temporary Provisional (TPV), full-time (40 hrs/wk), full year (260 days/yr) position.

Under general direction, the 1224 Principal Payroll & Personnel Clerk is responsible for supporting the operations of the District’s leave program, and directing the activities of subordinates engaged in the preparation of faculty instructional assignments and the maintenance of employee personnel records; performing difficult and responsible clerical and office supervisory work in connection therewith, and performing related duties as required. Requires responsibility for: interpreting, enforcing, and carrying out existing methods and procedures and assisting in the development of new office procedures and techniques; making regular contacts with other District personnel and representatives of outside organizations to furnish and obtain information, explain procedures and regulations related to human resources and faculty assignments; supervise the preparation and maintenance of important and detailed payroll and personnel records and reports.
Job Duties:
1. Prepare, maintain, and update specific leave data for employees in the District’s BANNER system.
2. Assist with the administration and management of the District’s employee leave program, including updating and improving systems, and ensuring compliance with applicable laws and policies including tracking FMLA and CFRA accordingly.
3. Provide timely and accurate information regarding Human Resources employee leaves processes, personnel policies, and procedures to employees and supervisors.
4. Ensure that leave forms, medical certifications, and related documents are collected, processed, recorded, and filed on time.
5. Prepare, generate, and update personnel records and input, maintain data in computerized system, and generate computerized reports.
6. Develop and maintain key policies, structures, and processes to ensure premium employee support during times of need, including assisting with the development of procedural manuals.
7. Prepare and present training on leave processes to College supervisors and employees.
8. Prepare written materials including letters, reports, spreadsheets, forms, and presentation materials utilizing Microsoft Word, Excel, PowerPoint, Adobe Acrobat Pro, and Adobe FormsCentral.
9. Assist in the development and maintenance of departmental human resources programs and coordinates the processing of human resources transactions.
10. Create and maintain databases and spreadsheet files of human resources activities related to leave administration, employee records, seniority rosters, and other human resources activities.
11. Perform other related duties as assigned.
How to qualify
Minimum Qualifications:
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.
Experience:
Four (4) years of experience preparing, calculating and maintaining payroll and/or personnel records.
Substitution:
Completion of thirty (30) semester / forty-five (45) quarter units of coursework from an accredited college, university, or business school with a minimum of twelve (12) semester / eighteen (18) quarter units of coursework in business administration, accounting, mathematics, human resources, or a closely related field may substitute for one (1) year of the required experience; OR
Possession of a Certified Payroll Professional (CPP) Certificate issued by the American Payroll Association may substitute for one (1) year of the required experience.
Desirable Qualifications:
1. Knowledge of state and federal laws, including Pregnancy Disability Leave (PDL), Family Medical Leave Act (FMLA), and the California Family Rights Act (CFRA).
2. Strong analytical skills, proven ability to communicate clear processes, and a detail-oriented yet flexible approach to problem solving.
3. Proven experience in providing customer service.
4. People-oriented and positive attitude.
5. Strong proficiency and skill in utilizing Microsoft Word, Excel, PowerPoint, and Human Resources/personnel operating systems, databases, and file management systems.

Benefits:
1. Additional Days Off with Pay. As stipulated in the appropriate bargaining agreements and board resolutions, Classified employees working full-year (260 days/year) work schedules are granted, as paid days off, the days between Christmas Day and New Year’s Day, as well as an additional five (5) paid days off during spring break. Eligible school-term-only (STO) employees who are not scheduled to work the designated days between Christmas and New Year’s Day shall be granted three (3) paid days off to be scheduled by mutual agreement between the employee and supervisor. Eligible school- term-only (STO) employees who are not scheduled to work the days designated as Spring Break will not be paid for these days off.
2. New employees hired on or after October 1, 2013 will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).
