Role description

Librarian III - (3634 - C00191) - Essential Functions

Under general direction, the 3634 Librarian III is responsible for managing complex or multiple operations or programs. The essential functions of the classification include:  managing the staff and operations of one or more branch libraries or library programs, or a service unit of the Main Library, Technical Services or other functional units; supervising Librarian II’s and other staff; providing information and direction on the use of library resources; interpreting library policy, responding to suggestions and inquiries, and recommending and implementing new procedures, guidelines or policies; managing and supervising reference work; coordinating and overseeing the activities of staff assigned to the selection, acquisition, cataloging or processing of library materials; writing letters, memos, reports, publications and other documents; assisting in policy formulation and implementation; managing collections in accordance with the San Francisco Public Library Collection Development Plan; preparing and managing library unit budgets; managing and supervising the planning and coordination of programming and exhibitions; making public presentations; and managing and promoting positive community relations and partnerships. Performs other duties as required.

The MINIMUM QUALIFICATIONS for the 3634 Librarian III class are:

Education: Possession of a Master’s Degree in library and information studies (e.g. MLS/MLIS) from a college or university program accredited by the American Library Association.

Experience: Four (4) years of experience as a professional librarian, including at least two (2) years supervising other professional librarians (verification/proof of experience is required at time of filing application).

1. Some positions require fluency in a variety of languages depending upon the department's bilingual needs. Qualified candidates who pass the bilingual proficiency test will be considered for bilingual positions. Applicants must indicate on the application form the language(s) in which they claim proficiency.

2. Some positions require 12 months (2,000 hours) of verifiable experience performing the duties of a Children’s and Youth Services Librarian.

3. Some positions in this class are subject to irregular work schedules and may require evening and/or weekend work; and require constant public contact. Positions in this classification may be required to work at various locations within the Library system.

Management Test Battery (Weight: 40%): Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement. A passing score must be achieved on the Management Test Battery in order to continue in the selection process. This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.
III. Behavioral Consistency Questionnaire (Weight: 60%): Qualified candidates will be required to complete a Behavioral Consistency Questionnaire which will be sent by email after candidates passed the Minimum Qualification Supplemental Questionnaire and Management Test Battery examination. The Behavioral Consistency Questionnaire is designed to measure the knowledge, skills and/or abilities in job-related areas. 


Passing scores must be achieved on the Management Test Battery and the Behavioral Consistency Questionnaire in order to be placed/ranked on the Eligible List/Score Report. The hiring department may administer additional position-specific selection procedures to make final hiring decisions. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

Banked Scores: Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.


Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
