About:

Appointment Type:  Temporary Exempt, Category 18:  This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.  The duration of the appointment shall not exceed 36 months.

Specific information regarding this recruitment process are listed below:

Role description

At SFO, our people are the most important resource. We're looking for a highly skilled Recruiter to join our team and help us find the right people for the right roles. The ideal candidate will have experience in recruitment or human resources and deep knowledge of the screening, interviewing, and hiring processes. We're seeking someone passionate about discovering untapped talent, fueling our growth, and helping people develop successful careers.

In this role, you will expand outreach efforts to cast a wider net and attract diverse, qualified applicants for jobs in hard-to-fill, specialized, technical, and managerial positions. Under general direction, the Recruiter develops recruitment strategies for a division or large work section, including employer branding, networking, marketing campaigns, and developing partnerships. This position will coordinate, direct, and conduct recruitment activities to support SFO’s Diversity

You are excited about this position because you will:

  • Work closely with managers to comprehensively understand SFO's hiring needs for every role and meet competitive hiring goals and expectations.
  • Manage the recruiting and outreach strategies for various open roles, helping managers find, hire, and retain quality candidates.
  • Build and maintain a pipeline of qualified and diverse candidates through social platforms, direct calls, and in-person to source a passive applicant pool.
  • Foster high-touch relationships using a database of candidates to choose from when positions open.
  • Partner with Talent Acquisition and Talent Mobility teams to develop recruitment plans, expanding diversity in our qualified applicant pools and implementing innovative recruitment strategies.
  • Remain active with job boards, social networks, and platforms for finding quality candidates, and create and post job descriptions and announcements.
  • Develop and review recruitment plans and job announcements, make presentations, screen resumes, interview applicants, and make hiring recommendations.
  • Coordinate with the Talent Acquisition team on the candidate experience and act as a candidate advocate.
  • Identify, develop, and utilize cost-effective recruitment tools, including brochures, videos, online advertising, networking events, and speaking engagements; create printed and online materials to promote SFO as an Employer of Choice.
  • Attend job fairs, conferences, tradeshows, schools, networking events, and resource centers associated with recruiting efforts; host career information sessions; create relevant recruitment materials (e.g., fliers, FAQs, slide shows, surveys, etc.).
  • Build and foster relationships with external professional agencies, schools, and associations to source talent; maintain recruitment resource database of local, state, and nationwide industry and professional minority associations, colleges and universities, and professional publications.
  • Develop, maintain, and analyze recruitment activity data and summarize results, trends, and opportunities through written reports; assess the effectiveness of strategies; document recruitment efforts and progress; prepare recruitment status reports and provide ad hoc reports when requested.
  • Maintain discretion and confidentiality and perform other duties as assigned.

How to qualify

Education:

Possession of a baccalaureate degree from an accredited college or university.

Experience:

Two (2) years of verifiable professional-level experience in recruitment.

Substitution:

Additional qualifying work experience as a professional personnel analyst may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

What you'll possess:

  • Experience hiring within a merit system, civil service system, or government agency.
  • Proficiency in analyzing data to determine recruitment success.
  • Experience developing marketing materials and content for diversity outreach.
  • Strong attention to detail and ability to multi-task.
  • Excellent written and oral communication skills with the ability to draft advertisements promoting employer branding and the ability to communicate with diplomacy.
  • Advanced proficiency in using job boards and social media platforms to promote jobs and engage prospective candidates.
  • Ability to create and deliver presentations to a large, diverse population.
  • Ability to work independently, prioritize and organize multiple assignments and projects, and adjust effectively to changing priorities in a dynamic and fast-paced environment.
  • Strong and positive customer service and support experience within a highly visible office, including phone, written, and personal contact.
  • Advanced knowledge and proficiency with all Microsoft Office products.
  • Excellent organizational skills, including project coordination, demonstrating the ability to manage time and workload effectively.

Selection Procedures:

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
