Role description

The 1232 Learning and Organizational Development Partner (L&OD Partner) is an integral member of DHRs Learning and Organizational Development unit within the Workforce Development Division. In partnership with Learning and Development colleagues, the L&OD Partner will develop and facilitate trainings to promote equity and positive work culture across various departments Citywide. The L&OD partner will facilitate related training programs such as Managing Implicit Bias, Foundations Equity training, Effects of Privilege on Equity, as well as our management and supervisory training programs and team building sessions. As part of our organizational development work, the L&OD partner will review climate surveys, consult with department partners and stakeholders to design and develop customized workshops and other learning engagements and evaluate programs against objectives discussed at the beginning of the OD engagement.

Essential Functions for this Position Include:

  1. Develops client relationships and performance agreements that are consistent with the client's needs, the organizational culture, the practitioner's ability to perform, and the ethical standards of the human resources development professional; and discusses requests to identify the general content, boundaries, and guidelines before providing the training session.
  2. Designs/adapts appropriate assessment tools or approaches such as interviews, questionnaires, survey questions, and collects the necessary information for assessing learning needs, determining appropriate instructional design and content, identifying target populations, and evaluating the effectiveness of previous related training programs.
  3. Assesses individual, team, and organizational learning needs by analyzing information obtained from assessment tools, interviews, reports, complaints, other documents and/or consultations with other agencies or groups.
  4. Designs and develops learning programs, facilitated events, seminars, conferences, and materials.
  5. Coordinates training programs, facilitated events, seminars, and conferences that involve planning and scheduling the activities of trainers and other support personnel, and arranging facilities.
  6. Conducts training programs that include, but not limited to, making presentations, facilitating group discussions, and leading and monitoring group activities.
  7. Evaluates the effectiveness of training programs, facilitated events, and seminars, and writes various reports.
  8. Provides coaching and consulting to managers, supervisors, and employees on a variety of issues.
  9. Administering instructional programs requiring the services of contractors to ensure the delivery of high-quality, cost effective training. Researching and preparing written training budget estimates, training charges, and/or justifications for the costs of specific training programs, and assists management personnel on fiscal and program decisions.

How to qualify

MINIMUM QUALIFICATIONS

  1. Possession of a baccalaureate degree from an accredited college or university; AND
  2. Two (2) years of verifiable experience designing, organizing, and conducting employee training programs.

SUBSTITUTION:

  1. Additional experience as described above may be substituted for the required education on a year-for year basis. Thirty (30) semester units/forty-five (45) quarter units equal one year of experience.
  2. Possession of a Master of Arts degree may be substituted for one year of the required experience.
  3. Verifiable experience in teaching adults and developing lesson plans may be substituted for the required experience on a year-for-year basis.

Note: Essential duties require the following physical skills and work environment: ability to stand for a prolonged period of time, drive to various training sites, use various computer software and equipment, and lift and move up to 25 pounds.

  • Experience in working with diversity and/or inclusion content development and training delivery.
  • Experience in designing and delivering management and leadership training programs.
  • Understands and can articulate the bottom-line impact of diversity and inclusion initiatives across departments and functions; as well as impacts on communities.
  • Ability to facilitate a team-oriented and cohesive environment; soliciting input, interpreting/paraphrasing comments, clarifying comments, sensing group energy, handling objections, and managing how participants treat each other.
  • Experience developing and conducting training for diverse populations.
  • Excellent facilitation, communication and presentation skills, with the ability to influence and build trusting relationships.
  • High emotional intelligence, interpersonal skills, cultural humility and cultural competency
  • Excellent consulting, collaboration, organizational, and change management skills
  • Proven ability to work with different levels of management as a strategic partner, coach and advisor.
  • Experience in collecting, analyzing, and interpreting quantitative and qualitative data, and translating analyses into meaningful recommendations to inform decisions and influence change
  • Ability to communicate effectively both in writing and orally.
  • Ability to exercise flexibility and be adaptable to changing priorities.
  • Ability to learn or possess knowledge of a wide range of information technologies, training tools and trends.
