Role description
Under direction, the Social Work Supervisor provides supervision to Human Service Technicians and Social Workers. They monitor the work of staff engaged in providing various social services to clients in such programs as Adult Services, Family and Children’s Services, and In-Home Supportive Services.
ESSENTIAL TASK AND DUTIES
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list.
- Supervise the schedule and work activities of a unit by planning and delegating the work of a unit involved in providing casework, client case management, continuing client investigation, transportation, and processing services for programs in Adult Services, Family and Children’s Services, In-Home Supportive Services, and the Homeless Program.
- Manage the professional development of staff by participating in the selection of unit staff, providing staff training and coaching, and ongoing feedback; ensure performance appraisals are used effectively and timely to develop growth plans and identify opportunities for staff to learn.
- Ensure staff’s work meets program compliance with applicable policies and procedures by reviewing completed cases, assignments and ongoing referrals, and recommending corrective action when required.
- Coach staff on emergency calls and crisis situations of appropriate case action and suggesting methods and strategies to resolve problems.
- Handle regular consultations and unit meetings to share updates and other important information.
- Attend program meetings, provide updates, and participate in program or policy improvement initiatives.
- Build collaborative relationships with staff, supervisors, other departments, professionals, and community partners to identify and provide services to clients.
- Respond to inquiries and referrals from staff, other departments, community organizations, and the general public.
- Investigate complaints and recommend corrective action as necessary to resolve complaints while maintaining confidentiality.
- Research opportunities for continuous improvement, stay up-to-date of the latest policies and best practices in social services; share professional literature and training opportunities with staff; and recommend improvements to operations of unit activities.
- Prepare quantitative and narrative reports for managers and other program stakeholders.
How to qualify
1. Education: Possession of a baccalaureate degree from an accredited college or university;
AND
2. Experience: Three (3) years (6,000 hours) of verifiable social casework or employment services experience with a public or private agency/organization.
Substitution:
Experience Substitution: Possession of a Master’s degree in Social Work or Counseling may substitute for one year of experience.
Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester or forty-five (45) quarter units equal one (1) year.

SELECTION PROCEDURES
Supplemental Questionnaire Examination: (Weight: 100%)
Candidates who meet the Minimum Qualifications will be invited to take the Supplemental Questionnaire Exam. This exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of relevant laws and legal system pertaining to assigned program; departmental programs, procedures, policies and terminology; advanced interviewing and investigative techniques; recent developments, current literature and sources of information regarding public welfare; professional social work practices; operations, services and activities of the assigned unit; services provided by related agencies; methods and techniques of crisis intervention; principles and procedures of record keeping and reporting; physical, psychological and social factors contributing to maladjustment; current socioeconomic conditions and trends; modern office procedures.
Passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
What else should I know?
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
